“The police will be a body subordinate to the Ministry, which will consist of basic, professional, structural and support subdivisions operating under the direct supervision of the Head of Police,” the RA Deputy Head of Police Ara Fidanyan noted during the during the parliamentary hearings on the topic “The establishment of the Ministry of Internal Affairs, the importance of civil control” convened on July 12, presenting the basic, professional, structural and support subdivisions of the structure.
According to Ara Fidanyan, after the adoption of the legislative package of the formation of the Ministry of Internal Affairs by the National Assembly of the Republic of Armenia, when the structure of the Police is completed, it is planned to conduct an audit of the ratio of those divisions, tasks and functions, the volume of the work carried out and the number of personnel, during which the infrastructure divisions and the number of personnel will be determined, the duplications of functions will be eliminated and provision of functions not characteristic of the police will be excluded, harmonizing their activities with the standards of specialized, professional structures characteristic of democratic states. Reforms are also planned in terms of the territorial subdivisions of the Police, the vision of which was initially presented at the sitting of the Police Reform Coordination Council, and after receiving final approval, it will be presented to all interested departments, representatives of civil society, as well as international partners for a more detailed discussion.
“Reorganization of the Police Troops is also considered a priority for the police. With the initiated reforms, it is planned to form the National Guard as the main professional structural subdivision of the police on the basis of the Police Troops and the General department of State protection,” Ara Fidanyan said, adding that it is planned to create subdivisions of the National Guard units in some marzes as well. He also referred to the increase in the salaries of police officers and the expansion of social guarantees. "The p olice is a structure that solves the most serious problems facing the republic today, and any reform should be carried out care fully and thought fully, so that the system will not be subject to shocks," the RA Deputy Head of Police summarized .
I n his speech , Hovhannes Kocharyan, lawyer and candidate of legal sciences , referred to the role of the M inistry, the functions of the structure in the state apparatus. He emphasized the need for the proper demarcation of powers, noting that the only way to neutralize the risks was and remains the correct balance, the clear demarcation of functions and proper control procedures. Speaking about the need to create the Ministry of Internal Affairs, Hovhannes Kocharyan said: “If we want to have apolitical police, we should have a Ministry of Internal Affairs. This is an axiom. According to him, one of the visible reforms in the police system is the introduction of the Patrol Service, the only strategic program that has had the support of the international community and the Government after 2008.
