NA Standing Committees Continue Debates of Draft: Conclusions of CB and Audit Chamber on RA Draft Law on RA State Budget for 2023 Presented

Seven percent level of economic growth was also outlined for 2023 under the purposeful targets of the Government five-year programme aimed at the increase of the economic potential. In the conditions of the economic outlined growth the state budget programme for 2023, in general, aims at the slower growth in the GDP, speeding up the capital expenditure growth and the debt decrease rates - as a result, the behavior of the budget on the gross demand will have a neutral influence in 2023. The Governor of the RA Central Bank (CB) Martin Galstyan said about this, presenting the conclusion of the RA Central Bank on the RA Draft Budget on the State Budget of the Republic of Armenia for 2023.

Martin Galstyan noted that the necessary key investments for the productivity and ensuring the competitiveness growth, including the essential increase of the state investments’ share and the formation of the stable bases for the export increase are laid in the outlined high economic growth for 2023.

“The ensuring of the economic growth will considerably depend on the implementation of the large state investments in the infrastructure by the Government within the fixed terms and planned proportions, as well as the full implementation of the events on the encouragement of the investments designed by the programme and export boosting,” the CB Governor said. He added that in 2023, the tax-budgetary policy will continue the implementation of the smooth consolidation, promoting the decrease of the debt burden, at the same time comparing with the policy of the essential increase of the state investments aimed at boosting the economic growth.

The Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gevorg Papoyan was interested in the economic growth forecast by the Central Bank in Armenia next year. “The Central Bank forecasts 12.9% economic growth for this year, and we forecast 4.5% for the next year. Next year the indicator of the economic growth will be lower than the 7% designed by the Government: we expect about 4.5%, because the growth of this year has been rather higher,” Martin Galstyan said.

The Chairman of the Audit Chamber Atom Janjughazyan referred to the study process of the budgetary bid, the methodology of the activities of the Chamber and the result and financial indicators of the draft state budget for 2023, as well as the problems of the improvement of the legal field, the property conditions and the human resources management.

It was noted that in the context of the methodology and the internationally accepted approaches, the conclusion is considered reliable, when the opinion is given, providing coverage audit not less than 90 percent of the total sum. It is designed to carry out 55 audits in 2023: 40 is designed on the first part of the programme, and 15 audits – on the second part.

According to Aton Janjughazyan, to record the result indicators about one billion AMD is deisgned to spend, and about 86%, 907 million AMD will be spent for the work payment. About 130 million AMD will be designed for the purchases, and the remaining part is the reserve fund of the Audit Chamber – about 19 million AMD.
