The Government proposes to form Ministry of Internal Affairs. On December 15, at the extraordinary sitting of the NA Standing Committee on State and Legal Affairs the package of draft laws on Making Amendments and Addenda to the law On the Structure and Activity of the Government and the enclosed presented ones were debated. It is proposed with the legislative package also to suspend the activity of the Ministry of Emergency Situations.
According to the Deputy Minister of Justice Arpine Sargsyan, during the first reading the package was debated in rather detailed way. Arpine Sargsyan noted that at the stage of the second reading the Government presented a number of proposals, a part of which are of technical character.
The legislative package was added with one draft law, which refers to the law on Private Guard Activity. According to the Deputy Minister, the package was revised with the abovementioned law with the simple logic that Ministry of Internal Affairs will have a function of policy development in the sphere of the private guard activity licensing, thus it is logical that the Minister of Internal Affairs will replace the Head of Police.
The only substantive amendment, according to the Deputy Minister, refers to the working migration, which was removed from the range of the power of the Minister of Internal Affairs.
The amendments existing in the Disciplinary Code of Police were specified. “The approach of the Government is that the Inner Security and Anti-Corruption Department operating in the very Ministry of Internal Affairs should carry out the disciplinary proceedings especially towards the employees of police for providing objectivity,” she said. The idea of the Police Disciplinary Commission was also preserved. The Deputy Minister of Justice mentioned that partially the proposal presented by the NA Armenia Faction was accepted.
The NA deputy Alkhas Ghazaryan inquired if there will be decreased of jobs by forming the Ministry of Internal Affairs as a result of uniting the Ministries.
As the Deputy Minister of Justice Arpine Sargsyan informed, the formation of the new Ministry will imply structural change, and there will also be decreases of jobs, but not of huge number.
The Committee endorsed the legislative package.
