Professional development and payment mutual mechanism in the extracurricular mechanism will be introduced, as it exists in the sphere of general education. The RA Minister of Education, Science, Culture and Sport Zhanna Andreasyan informed about this, presenting the draft law on Making Amendments and Addenda to the law on Education authored by the Government, which was debated at January 31 sitting of the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport.

According to the Minister, the amendment stems from the provisions of the education development state programme until 2030, which is already a law in force. Some urgent issues, which will let to invest voluntary attestation mechanism, are also regulated by the draft law. In particular, an opportunity is given to approve the attestation order, the name list of the positions of the pedagogical employees of the extracurricular educational institutions and their description, as well as the financing principles and methodology of the programmes. Zhanna Andreasyan noted that by the abovementioned draft the process of approving the educational plans will also be regulated, which will create complete possibility in order to implement the reform process. The pedagogues of the extracurricular institutions will be able to take part in the attestation, as a result of which, there will be increase of payment. According to her, the premiums will be in the amount of fixed sum – from 60.000 to 100.000 drams.

In his co-report the Chair of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Sisak Gabrielyan noted that in fact, it is a pilot programme, and by its introduction an opportunity will be given for 2200 pedagogues of extracurricular institutions to receive premium for 5 years.

The draft was endorsed. It was proposed to debate the item in the procedure of 24-hour regime, which was accepted by the Committee.

At the Committee the draft law on Making Addenda and Amendment to the Law on Physical Education and Sport also was debated and endorsed in the second reading, which proposes to include the military games in the list of awarding sports and events, as the army games concede by their scale only the Olympic Games and are equivalent to student’s games. The draft suggests to also set authorizing norm, as well as fix that the annual programmes are approved by the authorized body of the physical culture and sport state administration.

Proposals on the bill were not presented.
