National Assembly Ends the Work of the Four-Day Sittings

At April 11 sitting of the National Assembly the deputies continued to debate the report On the Activity of the Human Rights Defender of the Republic of Armenia and Violation of Human Rights in the Country and Fundamental Freedoms During 2011.”

The Deputy Chair of the NA Standing Committee on Protection of Human Rights and Public Affairs Margarit Yesayan positively assessed the active debate over the document.

The ANC member faction Nikol Pashinyan considered the issue of protection of human rights as a political issue.

The ARF faction member Artsvik Minasyan thanked Karen Andreasyan for big volume of work, deeming necessary the serious debates over the report in the National Assembly.

In the word of the Head of the ANC faction Levon Zurabyan, the reports of the Ombudsman for 2011 and 2012 present a rather serious picture on the violation of human rights in different spheres.

The member of the RPA faction Ruzanna Muradyan and the RPA faction deputy Arpine Hovhannisyan submitted practical proposals and expressed views on the report.

The deputy Edmon Marukyan, the deputies of the RPA faction Naira Karapetyan, Koryun Nahapetyan, Sukias Avetisyan, Shushan Petrosyan and the member of the United Liberal National Party Levon Martirosyan expressed their positions and viewpoints.

Delivering his speech in the name of the ANC faction Stepan Demirchyan touched upon some negative phenomena indicated in the report: unfair trials, non-disclosed murders in the army, non-effective implementation of the March 1 pre-examination, the absence of economic competition and the manifestations of corruption phenomena.

Giving her speech in the name of the PAP faction Elinar Vardanyan has noticed that human rights continue to be violated.

Artak Zakaryan delivered a speech in the name of the RPA faction and thanked the Institute of Ombudsman for the work done.

In his final speech Karen Andreasyna gave clarifications on the views sounded in the speeches, recorded with satisfaction the fact that by the support of the NA President Hovik Abrahamyan it became possible to dedicate the four-day sittings to the protection of rights.

Then the parliament debated the bill “On Establishing NA Inquiry Ad-hoc Committee on the Issue of Substantiation and Legality of the Measures Taken by the RA Police, Special Investigation Service and the RA General Prosecutor’s Office on the Cases Causing Murders of 10 Persons, Gun and Other Bodily Injuries to Civil Persons, Police Employees and Military Servants in the City of Yerevan on 1-2 March 2008,” which presented the NA deputy Gagik Jhangiryan.

The Chairman of the NA Standing Committee on State and Legal Affairs Davit Harutyunyan delivered a speech.

The NA deputy Edmon Marukyan deemed inadmissible of not including an independent deputy in the Ad-hoc Committee.

In their speeches the NA Deputies Artak Zakaryan, Karen Chshmarityan, Margarit Yesayan, Koryun Nahapetyan, Sukias Avetisyan, Tatshat Vardapetyan considered inexpedient on some reasons the establishment of the Ad-hoc Committee.

The NA deputies Artsvik Minasyan and Naira Zohrabyan noted that there were sufficient legislative bases for the establishment of the Ad-hoc Committee. Naira Zohrabyan announced that the faction was for voting the draft law.

Presenting the view of the ANC faction Gagik Jhangiryan said that in the Standing Committee on State and Legal Affairs the issue had been thoroughly debated.

The President of the National Assembly addressed the authors of the draft law and the heads of the factions to organize joint debates and find the admissible version for everybody to solve the problem until the next four-day sittings.

The debate of the issue will continue at the next four-day sittings of the National Assembly.
