National Assembly Begins the Work of the Next Four-Day Sittings

On March 10 the National Assembly began the work of the next four-day sittings by the approval of the draft laws of the agendas of the session and the four-day sittings.

The National Assembly did not pass by voting the draft decision “On Establishing an RA NA Inquiry Ad-Committee on the Events Undertaken by the RA Police, Special Investigative Service, the RA Prosecutor General Office for the Cases of Causing Ten Persons’ Murders, Gunshot and Other Bodily Injuries to the Civilians, Police Officers and Servicemen in the City of Yerevan on March 1-2, 2008 and Its Substantiation and Legality” debated in the previous sitting and submitted by one third of the deputies.

The NA deputies continued debating the bill “On the RA Investigative Committee” and the package of bills proposing amendments to a number of laws relating to it.

Arpine Hovhannisyan presented the endorsement of the NA Standing Committee on State and Legal Affairs and noted that the proposals would be included in the draft law before the second reading.

The deputy Gagik Jhangiryan presented the viewpoint of the ANC faction.

Highlighting the concerned debates in their final speeches the RA Justice Minister Hrayr Tovmasyan and the co-reporter Arpine Hovhannisyan noted that before the second reading the proposals would be once again considered and the bill would be improved.

The Deputy Chairman of the State Committee of the Real Estate Cadastre adjunct to the RA Government Felix Bashoyan presented the draft law “On Amending the RA Law on Administrative-Territorial Division of the Republic of Armenia.”

The Deputy Chairman of the NA Standing Committee on Territorial Management and Local Self-Government Araik Hovhannisyan presented the endorsement on the bill.

The NA deputy Artak Davtyan submitted the bill “On Amending the RA Law on Non-Governmental Organizations/NGOs” authored by him.

The Chair of the NA Standing Committee on Protection of Human Rights and Public Affairs Elinar Vardanyan presented the endorsement of the Committee.

Hrayr Tovmasyan in his report has deemed admissible the amendments made and has added that the Justice Ministry is elaborating a concept on the NGOs.

The NA Speaker Hovik Abrahamyan has informed the attendees that numerous meetings have been held with the representatives of the NGOs connected with the draft law, as a result of which need has risen for making relevant amendments. The NA Speaker has highlighted the National Assembly-NGOs cooperation, calling on the NA bodies to more activate that cooperation.

The NA deputies also debated the package of bills proposing amendments to the RA Law the Rules of Procedure of the National Assembly and to other laws.

Samvel Farmanyan presented the package of bills “Amending the RA Law on Advertisement” and “On Amending the RA Law on Television and Radio.”

The National Assembly will continue the debate of the issue at March 11 NA sitting.
