He was born on October 7, 1973 in the village Voskevan of Tavush region.
In 1995 he graduated from the Geological faculty of Yerevan State University. In 1997 he graduated from State Management and Local Self-government faculty of RA Management School (now Academy). In 1999 he went postgraduate studies of the Geological faculty of Yerevan State University. He is a geologist-geophysicist, civil servant.
In 1993-1994 he worked in the National Service of Seismic Protection adjunct to RA Government as orderly seismologist. In 1995-2000 he worked as a specialist of dynamic geophysics division, head of sector, then - head of division. In 1998-2002 he worked in RA Management Academy Deputy as head of educational blocks and assistant of "Political Bases of State Management and Local Self-Government" and "Legal Bases of State Management and Local Self-Government". In 2002-2004 he worked as an expert on Legal and Political Issues of the Armenian Center of Strategic and National Studies. In 2004-2005 he was a coordinator of studies, in 2005-2007 - head of studies.
He was an author of more than 50 scientific journalistic articles, analyses, 3 monographs and co-author of 4 collections.
On May 12, 2007 he was elected as a deputy of the National Assembly by proportional electoral system from Heritage party.
He is married, has one child.
