Parliament Ends Works of Extraordinary Session

On July 1, the National Assembly continued the work of the extraordinary session convened on the previous day. The parliament debated in the second reading the draft law on Making Addenda and Amendments to the law on Territorial Administration with the enclosed package authored by the deputies of the NA My Step Faction Gevorg Papoyan and Lilit Stepanyan. The goal of the initiative is to raise the efficiency of the activity of the Head of the marzes and their staffs. Gevorg Papoyan informed that after passing in the first reading the draft law was not amended because of not being proposals.

The NA Head Committee endorsed the draft law, and the position of the Government was also positive.

The RA Deputy Minister of Economy Tigran Gabrielyan presented for debate the legislative package on Making Addenda to the RA Code on Administrative Offences and on Making Addendum to the law on Organization and Conduct of the Checks in the RA, which was not amended after being debated in the first reading.

The legislative package on Making Addenda to the RA Law on Public Service and on Making Addenda to the RA law on Remuneration of the Persons Holding State Positions and State Service Positions. The Deputy Chairman of the Investigative Committee Arsen Ayvazyan. The NA Standing Committee on State and Legal Affairs endorsed the initiative.

The draft law on Making Addendum to the RA Law on State Non-Commercial Organizations authored by the deputies of the NA My Step Faction Mkhitar Hayrapetyan and Hovhannes Hovhannisyan. The Head Committee and the Government endorsed the draft law.

The draft law on Amending the Law on Compensation of Damages Caused to the Servicemen’s Life or Health during the Defense of the Republic of Armenia authored by the deputies of the NA My Step Faction Gevorg Papoyan and Artak Manukyan was also not amended after passing in the first reading.

The citizens’ observations and the authors’ voiced problems connected with the unequal distribution of the burden became a reason for revising the draft law. The individual entrepreneurs annually pay 18.000-180.000 AMD by the functioning regulation, and that burden by the proposing regulation will annually be 18.000-120.000 AMD. The Authors believe that the adoption of the draft law will mitigate the financial burden falling on the individual entrepreneurs.

The NA Standing Committee on Defense and Security, as well as the Government endorsed the draft law.

The legislative initiative on Amending the law on Management of Blocks of Flats and on Making Addenda to the RA Civil Code authored by Artak Manukyan, Nikolay Baghdasaryan, Sisak Gabrielyan and Arusyak Julhakyan was revised as a result of the proposals of the Government.

The Head Committee, as well as the Government endorsed the legislative initiative.

Afterwards, the draft law on Amending the RA Civil Code authored by the NA deputies Nikolay Baghdasaryan, Tsovinar Vardanyan, Viktor Yengibaryan, Hayk Gevorgyan, Sergey Movsisyan, Gevorg Papoyan, Hayk Sargsyan, Hovik Aghazaryan, Hripsime Grigoryan, Sergey Atomyan and Hayk Tsirunyan was debated. Nikolay Baghdasaryan informed that the initiative was added: a draft law designing addenda to Administrative Proceeding Code was proposed for debate of the parliament. Let us note that the goal of this package is the suspension of the illegal construction. To the authors’ conviction, if the proposing amendments are passed, then illegal structures will not be built in Armenia. To their assessment, a process was formed in the previous years, when the entities and physical entities were building without permission, and afterwards apply to the Head of the Community with the request of legalizing the autocratically structures.

According to the Deputy Chair of the Standing Committee on State and Legal Affairs Anna Karapetyan, at this moment the Government has no toolset, by which it has the construction of the of illegal structures. The executive body revises legislative initiative for comprehensively solving the problem.

The draft law on making Addendum to the law on Urban Development authored by Artak Manukyan also had not undergone changes in the content. The NA Standing Committee on Economic Affairs endorsed the draft law. The Government also endorsed the draft law.

As a result of voting, debated all legislative initiatives were passed, including the annual report on the RA State Budget Execution for 2020. The parliament did not adopt the legislative initiative on Amending the RA Civil Code and on Making Addendum to the RA Administrative Procedure Code.

At the end of the sitting the NA Deputy Speaker Vahe Enfiajyan delivered a speech. Let us remind that, as a result of snap parliamentary elections held on June 20 of the current year, the Prosperous Armenia Party will not be represented in the National Assembly of the eighth convocation. He briefly introduced the report of the works done by the him and the Prosperous Armenia Faction during the last 2,5 years, thanking his colleagues for joint work.

Covering the agenda, the parliament ended the works of the extraordinary session.
