A responsibility is established to carry out monitoring in landfills in order to prevent the harmful effects of landfills on the environment in the RA. The proposed addendum establishes a responsibility for not carrying out monitoring in landfill sites in accordance with the procedure of the Government. The application of responsibility measures is entrusted to the inspection body exercising state control over the implementation of environmental legislation. As a result, proper implementation of monitoring in a landfill site, solution of some environmental problems and fulfillment of international obligations undertaken by the Republic of Armenia will be ensured. The RA Deputy Head of Police Ara Fidanyan informed about this at the NA sitting on September 12. The package of draft laws authored by the Government on Making Addenda and Amendment to the Law on Waste and on Making Amendments and Addenda to the RA Code on Administrative Offenses was debated in the first reading.
According to Ara Fidanyan, the authority to apply the responsibility measure for littering in unintended places is also given to the Police.
According to the member of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection Matevos Asatryan, the Head Committee endorsed the draft law.
Then, the RA Deputy Head of Police Ara Fidanyan presented the draft law on Making Addendum to the Law on Police to the parliamentarians for debate.
According to the key rapporteur, when fighting against crimes and other offenses, the police is obliged to take appropriate measures with the state and public bodies in accordance with the procedure and in the cases established by law. It is aimed at preventing crimes committed by minors left unattended, as well as registered minors, and educating minors. Meanwhile, according to Ara Fidanyan, there is no provision regarding the registration of minors in any article.
The draft proposes to establish a relevant provision in the Law on Police: in accordance with the procedure established by the Government, a decision will be made to take preventive registration against a minor accused who has committed an administrative offense two or more times within a year, and who has not reached the age of criminal responsibility at the time of committing the crime.
In accordance with the procedure approved by the RA Government, the competent officers of specialized police subdivisions will be given the opportunity to carry out effective preventive work among minors and their parents.
