Transparency and Publicity of State Property Privatization Highlighted

At April 12 sitting of the National Assembly the MPs continued the debates of 2001-2003 State Property Privatization Programme Report.

Gurgen Arsenyan, head of the faction introduced the ULP viewpoint, emphasizing that the privatization is the important function of the liberal economy. Arsenyan called on to provide the transparency and fairness of the privatization process. He noted that the ULP faction estimated negatively the state property privatization processes in 2001-2003.

Levon Mkrtchyan, head of ARF faction highlighted the clarification of the legislative field and the differentiation of the privatization process from alienation process. The head of ARF faction suggested organizing hearings to evaluate the privatization process and clarify the conceptual approaches.

Viktor Dallakyan, Secretary of Ardarutiun/Justice faction touched upon the political estimations, emphasizing that the NKR key problem can have an influence on the political processes, the year 2006 being pre-election year, the social tension created around the rise in gas tariff. Mr. Dallakyan said that the political coalition is not responsible that the Justice faction is against the wild and heinous privatization.

Mher Shahgeldyan said that the OEK/Country of Law always has been and remains in favour of raising responsibility towards state property and is against depriving from state property. As Mr. Shahgeldyan ensured the privatization should be transparent, public and in competitive order, meanwhile in 2001-2003 the 69% privatization of the state property was carried out by direct sale. Mher Shahgeldyan emphasized that OEK introduced a legislative initiative, by which the privatization of the property not included in the privatization programmes. The faction member emphasized that OEK is against the privatization carried out in 2001-2003 and is not going to be for a process, which it always publicly criticized.

Galust Sahakyan, head of RPA faction noted that a clarification should be made: the report related to the year 2004.

Artur Baghdasaryan, the NA President highlighted in his extraordinary speech the open debate in parliament and noted that the convocation of the National Assembly and the coalition Government has taken rather serious steps in order not to have illegal privatizations any more. Artur Baghdasaryan enumerated concrete addresses: Hanrapetutian 67, sold 3000m2, 1m2 - 65 dollars, the market price is not less than 1200 dollars. Moskovian 33, cinema Nairi, 1m2 was sold for 40 dollars; the market price is 1000 – 1200 dollars, Baghramian – Aygedzor part, 1840 m2 was sold for 50000 dollars; 1m2 30 dollars, the market price 900-1000 dollars, the privatization isn’t done in accordance with the law and added: “In Aravkir-Zeytun sections the state property was sold for 1—20 dollars; the market fluctuates within 300-500 dollars. In Shengavit-Malatia community by the Government decision N 13/97, 2750 m2 was sold for 2mln drams. The 4600 m2 building of Arabkir Water sport school was sold, 1m2 – 4,5 dollars, 100 times less from the market price. We can go on with the examples. Has everything been like that? Of course, everything hasn’t been done. Such examples have been, of course have been. Won’t we say about this? We should say, and they won’t do tomorrow.” Noting that these facts are given in the reports of the Control Chamber, which is divided to NA all deputies, the Parliament President spoke about the conclusions: “The monitoring of about 200 companies shows that only 27 companies have undertaken investment obligations. 170 companies have been alienated without affirming investment obligation and naturally, investments haven’t been made. The vast majority of the sold companies have been given to the known buyers by direct sale beforehand. If we speak about transparency and publicity of the process, we should be concerned the process to be open and competitive. Here, in this chamber, much is spoken about the monopolistic stance of Armentel. Our country has already suffered a lot, if we want much money to come to the budget, and our country to carry out more effective social programmes, the privatization should be at least cheaper from the market prices, but within logical limits. What refers to the buildings of science, education, culture about 1/3 have been sold, 535 kindergartens, 250 libraries have been alienated in Armenia.” The NA President highlighted the officials’ responsibility, the intensification of state monitoring, and the State Property Management Department should be consistent to really own the state property in order to have the laws distinctly enforced in RA.

Reminding that the state envisages lease money in the budget to organize the activity of the state bodies, the NA President noted: “I highlight the role of the decent state monitoring in the sphere of privatization. A monitoring of about 100 enterprises was carried out, the results of which show that an investment of 140 million dollars should be made, but 37 million dollars investment have been made. More than 100 million dollars of investment less have been made. Several thousands of jobs haven’t been created. Who have we subjected to responsibility: nobody. I think that our state authorized body should carry out more decent monitoring.” As a positive phenomenon the NA President noted during the last one year the number of the judicial claims has increased and highlighted the sending to the Prosecutor’s office the materials of the illegal deals. He added that in future he would send the materials of the Control Chamber to the Prosecutor’s Office. Artur Baghdasaryan noted that as a result of joint works with the Government several pivotal laws have been passed, due to which similar queries will be prevented and highlighted the effective work of the state authorized body. “I would like to complete my speech with an optimistic note: we’ve already done a lot of work, and the goal of the criticism is to solve the problem, we should not move the criticism into the field of political narrow speculations. We don’t avoid from responsibility but nobody can reproach me for wishing the best to my Motherland,” concluded his speech the NA President.

In her concluding speech Karine Kirakosyan, Head of State Property Management Department adjunct to RA Government, noted that at present the main burden of the economy bears the partial section, so it should be observed as a rise of public censor and boosting means of economy growth.

2005-2007 Programme. She noted that the draft has been elaborated according to RA law on State Property Privatization and is aimed at 2005 the social-economic development and solution of tax-budget policy problems. Mrs. Kirakosyan indicated the main goals of 2005-2006 state policy in the sphere of state property privatization.

Gagik Minasyan, Chairman of the Committee on Financial-Credit, Budgetary and Economic Affairs, endorse the draft on State Property Privatization 2005-2007 Programme.

Presenting the stance of Ardarutiun faction, Viktor Dallakyan, Secretary of the faction believes that the money received as a result of privatization the Government could use for re-operating a number of enterprises, creating new jobs, providing the vulnerable layer with apartments.

The drafts on Making Addenda to RA Law on Graduate and Post-Graduate Specialized Education, on Making Addenda to RA Law on Scientific and Scientific-Technical Activity, on Making Addendum to RA Law on Graduate and Post-Graduate Specialized Education, on Making Addendum to RA Law on Education, on Making the Addendum to RA Law on Psychiatric Aid and on Assisting the Innovation Activity were discussed in the procedure of the second reading.

According to NA Rules of Procedure, the last session was dedicated to the MPs-Government question-answer session. On April 13 the National Assembly will continue the work of the four-day sittings.
