Parliament debates in the second reading a number of legislative initiatives

At May 23 sitting, the National Assembly debated in the second reading a number of legislative initiatives.

The necessity of the adoption of the draft law on Making Amendments and Addenda to the RA law on State Protocol authored by the Government is conditioned by the functional and protocol greater role and the fact of operatively organizing the visits of the Deputy Ministers at proper level in many countries, including in Armenia. The executive body proposes to carry out the financing of the costs related to the visits on the basis of the report of the state protocol service, in accordance with the documents substantiating factually implemented costs.

According to the RA Deputy Minister of Territorial Administration Hovhannes Harutyunyan, the package proposes by the package of draft laws on Making Addenda to the Code on RA Lithosphere and on Making Addendum to the Code on Administrative Offences, the authorized body of the sphere ensuring national security or the inspection body implementing state control in the use of the lithosphere presents a written application with substantiating documents to the authorized body for preventing the right to the lithosphere use.

The member of the Standing Committee on Economic Affairs Tsovinar Vardanyan informed that debates in different formats on the package of the draft laws took place. According to the related rapporteur, in the opinion of the Committee, the proposing regulations for the solution of the problem are not sufficient: the legislative package was not endorsed. The Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan asked the key rapporteur to make a proposal for moving the package of the drafts to the phase of debates. He called on all related bodies to do their best in order to prevent the cases of the illegal sand mining and carry out proper actions on the committed cases. The Deputy Chair of the Committee also informed that the Inspection body made large scale revelations on which there were official reports.

Necessary legislative bases on signing contracts via electronic means, on the order and conditions, validity and legality will be created by the adoption of the draft law on Making Amendments and Addenda to the RA Civil Code and the endorsed presented package of the draft laws. From now on the citizen will be more protected in the electronic contractual relations with the designing regulations.

The draft law on Amending to the constitutional law on Making Amendments and Addenda to the constitutional law the RA Judicial Code and the enclosed presented package of the draft laws proposes to move the date of the launch of the Appellate Anti-Corruption Court by the law adopted on December 23, 2022 from January 1, 2024 to June 15 of this year.

It is expected to fill in the existing gaps and shortcomings by the adoption of the draft law on Making Amendments and Addenda to the law on Bankruptcy and the enclosed presented draft laws. And the oversight functions carried out by the Inspection body with the designing amendments will become more effective.

The necessity of the proposing legal regulations by the package of the draft laws on Making Amendments and Addenda to the law on Narcotic Drugs and Psychotropic (Psychopathic) Substances and on Amending the RA Code on Administrative Offences is conditioned by ensuring the protection of the person’s rights, legal interests, manners and health, the protection and the security of the state. According to the key rapporteur the RA First Deputy Minister of Health Lena Nanushyan, more favourable conditions will be created for the persons applying for license of hemp production, import, export and wholesale trade. The Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan noted that the draft was endorsed in the first reading, after which working debate was held. The key rapporteur will make a proposal to return the package of the draft laws to the first reading regime.

Improvement of the postal communication sphere, regulation of the mechanisms of providing postal services is expected by the adoption of the package of the draft laws on Making Amendments and Addenda to the law on Postal Communication and on Amending the law on Special Delivery of Documents.

Presenting the legislative package on Amending the law on Joint Stock Companies, ion Making Addendum to the law on Territorial Administration, on Amending the law on State Property Management, the RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan informed that the governors of the regions are reserved authority to act on behalf of the founder in the joint stock companies.

Lilit Kirakosyan presented the endorsement of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment.

It is designed to fix by the draft law on Making Addenda to the law on Multi-Apartment Building that the management bodies of the multi-apartment buildings can present the notices and reports to the residents or the members of the condominium via electronic platform.

The Head Committee endorsed the draft.

The need of the adoption of the legislative package on Making Amendments and Addenda to the law on Accreditation and on Amending the RA Code on Administrative Offences is conditioned by the membership of the National Accreditation Body (NAB) to the European and International accreditation organizations, as well as by certain differences (changes) existing in the treaties on joining the Eurasian Economic Union.

Ensuring trust towards the providing services by the accredited Conformity Assessment Bodies (CAB), integration of the requirements to the EAEU and international accreditation, recognition of works done by the RA NAB from the European and international accreditation bodies through signing agreements on bilateral and multi-lateral recognition is expected by the adoption of the package.

The key rapporteur, the RA Minister of Economy Vahan Kerobyan informed that after passing in the first reading there were no amendments done in the content in the package.

The NA Standing Committee on Economic Affairs endorsed the package.

The RA Minister of Economy Vahan Kerobyan also presented the legislative package on Making Amendments and Addenda to the law on Organic Agriculture and on Making Addendum and Amendment to the RA Code on Administrative Offences.

The Head Committee also endorsed this package.
