Rates of state duty for temporary security of the goods are established by the legislation in force. The Government proposes to raise the rates set in the amount of 1000 AMD for every tonne and in the amount of 300 AMD for more than every one tonne: The RA Deputy Chairman of State Revenue Committee (SRC) Artur Manukyan. According to him, the purpose is the regular procedure of the customs administration implementation, as well as making the declaration process more effective.

“We propose to raise this state duty rate for transport, taking into consideration restricted possibilities of the territories of security for goods subject to temporary protection,” the rapporteur underlined and added that it refers to the place of temporary protection being on the territory of Gyumri Foreign Economic Activity Centre and its more effective use, as well as the implementation of the customs formulations on time.

According to Artur Manukyan, one of the goals of the amendment presented by the Government is also not making the places of temporary protection of the customs bodies parking for cars. It was also noted that today on the territory of Gyumri Motor Transport Office 500 motor cars is possible to supply.

The Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan made a co-report. According to him, as there are people, who import motor cars not for their own needs, but to resell it, it is more beneficial for those persons not to clear customs, wait for the buyer to appear and immediately clear customs while making the deal. “During all that time they leave the car in the territory of Gyumri Customs, as the payment is comparatively cheap, and it is beneficial. Afterwards, people can sell with a price, which covers their expenses.” The deputy underlined that the Committee voted for it, as he considered its adoption logical, as well as he reached an agreement with the rapporteur and author on amending the draft from the first to the second reading.

In their speeches the MPs presented their observations and proposals on the amendments.

The Secretary of the RA NA Armenia Faction Artsvik Minasyan gave a speech on behalf of the Faction. Touching upon the observation of the Secretary of the Civil Contract Artur Hovhannisyan, to create businesses, the figures are not right to bring forth laws for the officials, Artsvik Minasyan called on to present at least one example that the latter being a member of the Government introduced a draft aimed at serving any person’s business interests. According to the Secretary of the Faction, one should be responsible for his/her own words and say something that will have connection more or less with the reality.

The Head of the Faction Hayk Konjoryan presented the viewpoint of the RA NA Civil Contract Faction. He reminded the attendees that the Head Committee endorsed the draft. The Head of the Faction considered necessary to organize additional debate from the first to the second reading for improving it.

The parliament debated the bill on Making Addenda to the law on State Duty at NA sitting on December 11.

The MPs by voting adopted the debated legislative initiatives during the regular sittings.
