In accordance with the existing regulations of the RA Electoral Code, the Controller-Auditor Service carries out control towards the contributions, expenditures and their calculations being made pre-election funds. Under Article 22 of the constitutional law on Making Amendments and Addenda to the Constitutional Law the RA Electoral Code adopted on May 7, 2021, the part 1 of the mentioned Article 29 is amended (law in force from January 1, 2024), as a result of which, the implementation of the abovementioned functions is reserved to the RA Corruption Prevention Commission.

On December 19, the deputy of the NA Civil Contract Faction Arpine Davoyan said at the extraordinary sitting of the NA Standing Committee on State and Legal Affairs, presenting for debate in the first reading the draft on Amending the constitutional law the RA Electoral Code and the enclosed package of drafts.

Arpine Davoyan stated that the purpose of the legislative package is to ensure the preservation of the existing regulations that from January 1, 2024 also the control towards the current activity financing will be carried out by the Corruption Prevention Commission, and the control towards the pre-electoral campaign financing – by the Controller-Auditor Service, elongating the existing regulations until January 1, 2025, until the designing of the new systemized model for the final solution to the problems of the legal relations of the control towards financial activity of the political associations and stemming from them.

The co-rapporteur, the Committee member Trdat Sargsyan called on his colleagues to vote for it.

The RA Deputy Minister of Justice Armenuhi Harutyunyan presented the endorsement of the Government.

The Deputy Chair of the NA Standing Committee on State and Legal Affairs Arusyak Julhakyan, the RA Deputy Minister of Justice Karen Karapetyan, the Secretary of the NA Armenia Faction, the Committee member Artsvik Minasyan presented their observations on certain problems.

The written proposal presented by Arusyak Manavazyan was accepted by the key rapporteur.

As a result of debate, the Committee members endorsed the revised version of the legislative package.
