In 2023, the Ministry of Economy implemented 6 programmes with 36 measures in the sphere of agriculture. The planned indicator amounted 38bln 114mln AMD, the actual – 41bln 585mln AMD. The execution was 98.9%. The RA Deputy Minister of Finance Vahan Sirunyan said this at June 5 joint sitting of the NA Standing Committees on Territorial Administration, Local Self-Government, Agriculture and Environment Protection and on Financial-Credit and Budgetary Affairs.
The Deputy Minister touched upon the annual report on the RA State Budget Execution for 2023, according to the financial indicators of the spheres. According to him, the expenditures in the agriculture sphere increased by 10.6%.
Afterwards, the RA Minister of Economy Gevorg Papoyan noted that in 2023, the programmes of the agriculture sphere were implemented in different directions. The approved budget of the programme on support of the agricultural technique leasing amounted 633mln AMD, but about 810 AMD was spent. In 2023, 500 units of agricultural technique was designed to obtain by the Government programme through subsidy of the rates of the agricultural technique obtaining, but – 719 units were obtained. The Minister informed that the programmes are continuous.
The programme on leasing for financial lending of the RA agro-food equipment, and its budget amounted 3.5bln AMD: 495 units of equipment was obtained.
Gevorg Papoyan noted that 8.5bln was allocated to the subsidy of the rates providing loans in the agricultural sphere.
Other measures also carried out for facilitating the villagers’ burden.
The RA Deputy Minister of Finance Vahan Sirunyan informed that the Ministry of Territorial Administration and Infrastructure carried out 7 programmes with 41 measures in the water sphere. The annual planned indicators amounted 46bln 62mln AMD, the defined plan – 36bln 836mln AMD, the actual performance – 36bln 200mln AMD or 98.3%. According to him, the expenditures increased compared with the previous year by 24.4%. The Deputy Minister noted that programmes were implemented aimed at the territorial and urban development. 152bln 37mln drams were allocated in general to the Municipality of Yerevan and the communities.
The Minister Gnel Sanosyan informed that in the previous year the RA Ministry of Territorial Administration and Infrastructure implemented 64 measures in the sphere of territorial administration. 139 billion drams was designed to be spent, but 137 billion 900 million drams were spent, the performance amounted 98.9%. The biggest from the mentioned measures was programme on the territorial development, which includes the donations allocated to the local self-government bodies. Here, the budgetary allocations amounted 69 billion 754 million drams, which according to the Minister, gradually increases.
According to the Minister, in the current year 85 billion drams were allocated for this purpose, which is more by 22%.
In the marzes 30 billion 270 million drams were allocated in the financial year for the implementation of the subsidy programmes. the 359 subsidy programmes were implemnetd, the performance was 98.2%. “If we count what was done with the communities, then the subsidy programmes amounted 57.6billion drams,” he said.
As the Minister informed, 1 billion drams were spent for the implementation of the programme State Assistance to the Border Communities: 82 settlements were included in this programme.
The Mayor of the city of Yerevan Tigran Avinyan presented the State Budget Execution for 2023 of the city. According to him, the actual revenues of the of budget for 2023 amounted 114.8 billion drams. The allocations from the state budget actually amounted 63.6 billion drams, which was less from the planned one by about 4.8%. According to the Mayor, the execution of the budget expenditure amounted 111.1 billion drams or a bit more from 90%.
About 180 yard spaces were repaired and overhauled by the Municipality. In the 29 kindergartens under the subordination of the Municipality capital were done. Modernizing works of the sewerage systems were done in 39 addresses, 510 lifts were replaced. The residents’ resettlement programme of the emergency buildings was carried out. The Municipality obtained about 150 buses and 15 trolley buses. The transportation control system centre was reconstructed. 5 health facilities were overhauled.
Afterwards, those responsible for the regional administrative units presented the works and performances done in the financial year.
The RA Deputy Minister of Finance Vahan Sirunyan informed that in 2023, the RA Ministry of Environment implemented 6 programmes with 41 measures. The expenditures compared with the previous year increased by 23.9%.
The RA Minister of Environment Hakob Simidyan noted that the expenditures for maintenance of the Ministry Staff amounted 1.2 billion drams: 4.3 billion drams were allocated to 10 State Non-Commercial Organization (SNCO). According to him, the rental incomes of Dilijan, Sevan, Lake Arpi SNCOs increased by about 20%, reaching 273 million drams. In 2023, Hayantar (Armforest) SNCO signed 75 new contracts, as a result of which, the rental money increased by about 43 million drams. In 2023, 436 ha reforestation and afforestation works were done.
The budgetary allocations of the Hydrometeorology and Monitoring Center SNCO amounted about 1.6 billion drams.
