On March 19 the RA NA Standing Committee on State and Legal Affairs presided over by Davit Harutyunyan in the second reading debated the package of bills “On Legal Regime of the Emergency Situation,” “On Amending the RA Code on Administrative Infringements,” and “On Amending the RA Law ‘NA Rules of Procedure.’ The key speaker Hrayr Tovmasyan, RA Minister of Justice, said that the package of bills based on the proposals of the NA deputies and the Government had been completed from the first to the second reading. It was noted that part of the submitted proposals had not been passed; part of it had been completely or partially passed.

The Committee endorsed the package of bills under debate.

On the same day the sitting of the NA Standing Committee on Agriculture and Environment was held, which was presided over by Khachik Harutyunyan.

Garnik Isaghulyan, Permanent representative to the RA President in the National Assembly, submitted the package of bills “On Amending the RA Law on Examination of the Influence on Environment” and “On Amending the RA Law on State Duty, which was returned to the National Assembly by the RA President’s rejection.

At the same time the laws don’t solve the problems concerning the ecological, non-governmental and other organizations and individuals.

The Committee decided to approve the RA President’s rejection.
