By the decision of the RA NA Speaker Hovik Abrahamyan, under the Article 70 of the RA Constitution, on the initiative of the RA Government, on December 10 an extraordinary session of the RA National Assembly will be convened with the agenda established by the initiator.

The NA Speaker Hovik Abrahamyan put for voting the NA draft decisions on special procedure of holding the extraordinary session and the special order of the debate of a number of draft laws.

The NA Speaker Hovik Abrahamyan congratulated the Armenian society on the Human Rights Day.

The RA Minister of Labour and Social Affairs Artem Asatryan in the first reading submitted for debate the legislative package of the draft law “On Amending the RA Law on State Allowances,” “On Amending the RA Law on Social Security of the Military Servicemen and Their Family Members” and “On Amending the RA Law on State Pensions.”

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan presented the endorsement of the Committee in his co-report.

In their speeches the NA deputies touched upon the existing shortcomings in the system of providing allowances and made proposals. In their final speeches Hakob Hakobyan and Artem Asatryan referred to the sounded proposals and promised them to rectify the shortcomings during the period from the first to the second reading.

The deputies debated for completely passing in the second reading the bills “On Amending the RA Law on State Pensions,” “On Amending the State Duty,” “On Amending the RA Law on the Citizens Who Has Not Passed Compulsory Military Service by the Violation of the Established Order,” the legislative package “On Amending the RA Law on the RA Citizen’s Passport,” “On Amending the RA Law on Identification Cards,” “On Amending the RA Law on Public Services Plate” and “On Amending the RA Law on State Duty,” in the third reading the package of the RA draft laws “On Employment,” “On Amending the Code of the Republic of Armenia on Administrative Infringements.”

The Deputy Chairman of the State Revenue Committee adjunct to RA Government Vakhtang Mirumyan in the first reading presented the draft law “On Amending the RA Customs Code.”

The Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan presented the endorsement of the committee.

The Deputy Chairman of the State Committee of the Real Estate Cadastre adjunct to RA Government Ashot Musayan submitted for debate in the first reading the draft law “On Amending the RA Land Code.”

The NA deputies in their interpellations and speeches touched upon the constitutionality of the law, the definition of the standards and the specification of some formulations and other problems.

In his final speech Ashot Musayan thanked the deputies for the heated debates and noted that admissible recommendations were presented and relevant amendments will be made.

The legislative package “On Amending the RA Law on RA Budgetary System” and “On Amending the RA State Budget for 2013” was also debated in the first reading.

The RA Minister of Finance Davit Sargsyan noted that the government debated and deemed admissible the proposed amendment.

The RA Minister of Nature Protection Aram Harutyunyan in the first reading submitted for debate the draft law “On Amending the RA Law on the Environmental Protection and Nature Utilization Payments.”

The NA Standing Committee on Agriculture and Environment endorsed the issue.

The debate of the issue will continue on December 11.
