By the decision of the RA NA Speaker Ararat Mirzoyan, according to Article 100 of the RA Constitution and Article 41 of the Constitutional Law the Rules of Procedure, at the initiative of the Government immediately after the end of the last main sitting of October 6 an extraordinary sitting of the National Assembly was convened.
The RA Deputy Minister of Finance Arman Poghosyan presented for debate to pass in the first reading the bill on Amending the RA Tax Code.
The draft law on Making Addendum to the law on Remuneration of the Persons Occupying State Posts and State Service Posts, presented by the RA Deputy Minister of Labor and Social Affairs also was discussed.
The bill on Making Amendments and Addendum to the Law on the RA State Budget for 2020 was discussed for passing in the first reading. The RA Minister of Finance Atom Janjughazyan noted that according to Article 11.1.5 of the law on Legal Regime of the Martial Law, the Government presents to the RA National Assembly a draft law on Making Amendments and Addenda to the RA State Budget of the current year after declaring martial law not late that within 10 days.
The Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Arkady Khachatryan, touching upon the draft law has noted that it is designed to increase expenditures and enlarge the deficit of the state budget.
The Committee Chair has underlined that there is one priority for Armenia and a prior problem: that ensuring the security of the Republic of Armenia and the Artsakh Republic.
The MPs passed in the first reading by voting the bills on Making Addendum to the law on Remuneration of Persons Occupying State Posts and State Service Posts. Let us note that the debate of the bills in the second reading will be held by the NA decision after passing them in the first reading within twenty-four hours, and the during the debate of the bill on Making Amendments and Addendum to the Law on the RA State Budget for 2020 shall be break at least for 7 hours at this phase.
The National Assembly will continue the work of the extraordinary sitting on October 7.
