Sixth Session of the third Convocation of NA Begins

On September 12, the activity of the sixth session of the third convocation of RA NA began under the sounds of the anthem of the Armenian Republic. Then the MPs approved the agenda of the four-day sittings and counting board staff.

The package of the law “On Making Addenda and Amendments to the Civil Code” submitted in the second reading and proceeding from it proposed amendments to other laws was the first debated bill.

Agreeing with the speakers’ estimations, the NA President Artur Baghdasaryan, at the same time noticed that it isn’t complete and that for fully regulation of the legislative field of the sphere the submitted bill must be followed by relevant new laws. The submitted draft will give the opportunity of developing the hypothec market and young families to get apartments, but the citizens with average salary can’t enjoy this, so everything must be done for it to be available for wide circles of the society. After the solutions of the issue, according to Mr. Baghdasaryan , there can be established hypothec special funds by state support. The law will also help to seriously fight against the illegal construction of the buildings, making them state or community property.

In his final speech Mr. Vardanyan informed that the presented bill is only the first attempt of regulating the sphere that will solve the risk problem of the banks and citizens, and assured that other initiatives, regulating the sphere, will follow the law.

The bill “On State Regulation of the Protection of Technical Security” was debated. The MPs also debated two drafts of the amendments to the law “On Value Added Tax.”

Davit Lokyan, Minister of RA Agriculture, presented the draft of RA Forest Code, which will be a main document, regulating the forest relations.

To Gagik Mkheyan’s and Vram Gyulzadyan’s questions Mr. Lokyan informed that the bushes must be given by tenancy in order to restore the forest. The tenants’ rights will be spread on planted forest but not the land.

The NA MPs also debated the bills “On Making Addenda and Amendments to RA Law‘On Regulation of Securities Market,” “On Making Addendum to the RA Law ‘On Population’s Protection in Emergency Situations,’” “On Making Amendments to RA Criminal Proceedings Code,” “On Making Addenda and Amendments to RA Law ‘On Technical Control in Power System and Energy Usage Sphere.”
