The NA First Four-day Sittings End

On September 15 the NA continued the activity of four-day sittings.

The MP Heghineh Bisharyan submitted to the first reading the draft “On Making Amendments and Addenda to RA Law ‘On Child’s and Youth Sports.’” It was noted that the inclusion of the articles 25 and 26 in the final part of the law contradicts the provisions of RA Law “On Legal Acts” and doesn’t comply with the rules of legislative techniques.

Rudik Hovsepyan, Deputy Chairman of the NA Standing Committee on Science, Education, Culture and Youth, presented the endorsement of the committee.

Hranush Hakobyan, Chairwoman of the NA Standing Committee on Science, Education, Culture and Youth, submitted to the second reading the draft law “On Obligatory Copy of Documents.”

Armen Alaverdyan, Deputy Head of the State Tax Service adjunct to the RA Government, presented the draft law “On Making amendments and Addenda to the RA Law ‘On Taxes.’”

Gagik Minasyan, Chairman of the NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs, took a co-floor. RA NA President Artur Baghdasaryan expressed satisfaction for the amendment of the law, which will enable to provide more information to the society and wished to find out why in the Internet site the very names of 300 great tax bearers should be posted. In response it was said, that the names of the largest tax bearers are mentioned.

The NA MP Vladimir Badalyan presented the bill “On Organization of Funerals and Operation of Cemeteries and Crematoriums. ”

Karlen Gevorgyan, Deputy Minister of Urban Development took a co-floor, Mnatsakan Petrosyan, the Deputy Chairman of the NA Standing Committee on Social Affairs, Health Care and Environment presented the endorsement of the committee.

NA President Artur Baghdasaryan also highlighted the debate of the bill and considered necessary people to be given the alternative right of funeral. The NA Vice President Vahan Hovhannisyan reminded that crematoriums had been before the third millennium B.C. and their presence does not contradict Christian traditions.

Vardan Ayvazyan, Minister of RA Environmental Protection, presented the RA draft law “On Making Addendum to RA Law ‘On Secure Use of Nuclear Energy with peaceful Purposes.’”

The Convention #143 (additional provisions) “On Migrant Workers” signed in Geneva on June 24, 1975, the revised (with enclosed statement) Convention #97 of the International Labor Organization “On Migration for Employment” signed in Geneva on July 1, 1949, the Convention#118 (“On Equality of Treatment (Social Security)” signed in Geneva on June 28, 1962, the amendment of the first article of the founder agreement of reconstruction and development and European Bank, signed on May 29, 1990, adopted by the resolution of January 30, 2004, the additional record of mutual understanding memorandum “On establishing OSCE Office in Yerevan between RA Government and OSCE” signed in Yerevan on February 7, 2005, the amendment of the 24th article of the charter of PA BSEC organization signed in Yalta on June 5, 1998, the agreement (with co-rejection) “On Cooperation of CIS Participant States in the Sphere of International Automobile Goods Transit” signed on September 18, 2003 in Yalta were also debated.

The debated issues will be presented for voting for the next four-day sittings.
