The necessity of neutralizing the economic and social consequences of the 44-day war of 2020 and coronavirus pandemic, restoring the economic activeness and stabilizing the development bases, created hard challenges for the macro-economic, including the tax-budgetary policy of the Government for 2021: the RA Minister of Finance informed about the process of the implementation of the 2021 of the Government programme for 2021-2026 and its results during the debate of the report.
“The restoration of the macro-economic stability, the increase of the state revenues, the execution of the planned expenditures and the reliability of the debt management are the necessary preconditions, which should assure the private sector of our economy and the international financial and investment structures in the stabilization of the economic bases in Armenia. Now, we can document that the economic and financial policies of the Government of 2021 gave the planned results and ensured the solution of the mentioned problems,” he said.
According to the Minister, the annual economic growth was 5.7% for the planned 3.2%. The indices of the state budget tax revenues approved beforehand were exceeded by 147 bln AMD and made 1 trillion 586.9 billion AMD. They make 22.7% of the gross domestic product (GDP).
“In 2021, the expenditures of the state budget were 2 trillion 4 billion AMD, 1 trillion 786.5 billion AMD out of them are current expenditures, and 217,8 billion AMD are the capital expenditures. The expenditure obligations on the current expenditures were carried out in the whole volume designed by the budget, and the performance of the capital expenditures registered the highest index of the last years, making 100% for the planned one, and 92.3% for the specified plan,” Tigran Khachatryan said.
He informed that according to the annual factual results, the debt of the Government was 4 trillion 209,9 billion AMD or 60,3% of the GDP, which is lower by about 2% point, than the preliminary evaluation which has been at the beginning of the year.
