The Government proposes addenda to the laws on Local Self-Government in the City of Yerevan, on Local Self-Government and to the RA Code on Administrative Offences to regulate the work of those implementing creative, cultural activity in open places of the city of Yerevan and in the urban settlements.
The RA Deputy Minister of Territorial Administration Vache Terteryan presented the issue in the first reading.
The powers of the regulation of the creative speeches in the streets will be reserved to the Council of Elders, which will set the order of the implementation of the cultural activity in open air places: in the streets, on the pavements, in the squares, in the parks, in the groves and other places. It refers to touring musicians, painters, singers-dancers and those implementing similar activity.
The Government defines with the addenda to the RA Code on Administrative Offences that fine will be appointed in case of violating the conditions, the demands and restrictions of the public open air places for the implementation of the cultural activity in the amount of from hundredfold to two hundredfold of the established minimum salary, and in case of repeating in the amount from the five hundredfold up to eight hundredfold of the established minimum salary.
As the Deputy Minister informed, during the debate held at the Committee the MP Garnik Danileyan proposed to apply warning in case of violating the restrictions for the first time. It was noted the Government was for the proposal.
The member of the NA Standing (Head) Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection Lilit Kirakosyan presented the endorsement of the Committee.
