It is Proposed to Regulate Activity Regarding Waste

The draft proposes to regulate the activity regarding waste, including the functions of waste collection, sorting, removal, neutralization, processing and its placement in a landfill that complies with environmental, sanitary and urban development norms. Administrative fines are defined, the application of which will lead to a significant reduction of the negative effects of waste on human health and environment.

The Parliament debated the legislative initiative on Amendments and Addenda to the RA Law on Waste Removal and Sanitary Cleaning and on Addenda and Amendments to the RA Code on Administrative Offenses in the first reading.

The main rapporteur, the RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan in response to the question raised by the NA deputy of the Armenia Faction Garnik Danielyan stated that no increase in waste collection fees is designed after the draft adoption.

The NA deputy of the Civil Contract Faction Khachatur Sukiasyan inquired about the question of car skeletons that have been left in different places of the country, even in yards and green areas. The deputy proposed to prescribe in the law that if the car skeleton is left more than a certain time, then larger fines and penalties should be imposed. Agreeing, Vache Terteryan mentioned that the process of collecting car skeletons was initiated and carried out years ago, as a result of which the situation was slightly improved. “Now the case is much worse. All our highways, important tourist routes have turned into second-hand car sales points. I admit that we need to take certain measures. Of course, maybe not within the framework of this law, but in connection with Local Self-Governments, because we are talking about solid household waste,” the Deputy Minister said. Responding, Khachatur Sukiasyan also raised the issue of cars parked in different places, yards and streets. In his opinion, this problem should be solved.

Sergey Bagratyan presented the endorsement of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection. The initiative was debated at the NA sitting on February 28.
