On December 7, the parliament began the work of the regular sittings, approving the draft agendas of the session and regular sittings. The debate of a group of draft laws in the second reading will be held after passing them in the first reading within twenty-four hours by the NA decision.
The item of including the draft laws not endorsed by the NA Head Committees on the agenda of the NA session was debated.
The parliament voted against including the draft law on Making Addendum to the law on Military Service and the Serviceman’s Status authored by Taguhi Tovmasyan in the agenda of the NA autumn session.
The NA Standing (Head) Committee on Defense and Security did not endorse the draft law. The author proposes to set that the examination and treatment of the servicemen’s health state are carried out as a priority and for free within the framework of the medical aid and service guaranteed by the state. The Committee has not endorsed the draft law, substantiating that there is no necessity for proposing amendment, as the item is regulated by the decisions of the RA Government.
By the decision of parliament, the NA draft statement on Main Problems of Demarcation and Delimitation authored by the NA Armenia Faction was not also included in the NA session, and the NA Standing Committee on Foreign Relations did not endorse the draft law, debating it in closed format on December 6. The member of the Committee Maria Karapetyan has conveyed the viewpoint of the Committee, according to which, the draft law is not expedient to debate at the NA regular sitting, stemming from a number of unacceptable provisions existing in it, which do not come from the RA interests.
The Secretary of the Armenia Faction Artsvik Minasyan informed that they would put the revised version of the draft law in official circulation, convening the NA extraordinary sitting on December 14.
The Head of the Civil Contract Faction Hayk Konjoryan touched upon the draft statement authored by the opposition Armenia Faction. To his characterization, there are formulations, pursuing inner-political content and goals, which are unacceptable for political majority. “This is a draft statement being in the field of inner-political speculation,” Hayk Konjoryan said.
The NA deputies delivered speeches, voicing controversial viewpoints on the draft law. According to the NA President Alen Simonyan, the people got tired of this household and non-political speeches. He called on the opposition deputies to remain in the constructive field.
On behalf of the Civil Contract Faction Hayk Konjoryan gave a speech, once again referring to the inexpediency of the draft law adoption. He considered reasonable the debate of the issues on the national security in the closed format.
Today, the parliament will debate in the closed format the issue on holding urgent debate on the theme of public interest ‘The Problems of Clarifying the destiny of prisoners of war, hostages, the missing and other held persons and returning them to the Motherland,’ which presented the deputies of the NA opposition factions.
