On December 10-12, in Aghveran a visiting workshop on the amendments to the RA Law on Audit Chamber was held moderated by the Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs, which was organized by the NA Standing Committee on Financial-Credit and Budgetary Affairs and the International Republican Institute (IRI). The members of the NA Standing Committee on Financial-Credit and Budgetary Affairs, the Staff of the President of the Republic, representatives of the RA Government, the Audit Chamber and Central Bank took part there.
The Director of Armenian Branch of the International Republican Institute James de Witt has noted in his welcoming speech that they pay special attention to the inter-departmental cooperation and communication sphere. Highlighting the cooperation with the executive and legislative authorities, he expressed hope that the discussion would be useful and effective for all sides.
Presenting the legislative package directed to the improvement of the legal field of the audit sphere of SIGMA (Support for Improvement in Governance and Management) initiative, the member of the Audit Chamber Karen Arustamyan has noted that it includes proposals on the RA Constitution and the RA legislation. The goal of the reforms is the localization of the fundamental provisions of the declarations of Lima and Mexico of the higher auditory bodies. According to him, the specification of the Chamber members’ status is at the core of the proposals, the rise of the financial and functional independence, the audit conclusions of the Chamber, including the specification of the content of the current conclusions on the state budget execution, ensuring the accessibility for the Chamber of the owned data during three, six and nine months, as well as issues of methodological, structural and editorial nature.
During the exchange of ideas, the participants the participants have presented their approaches on the proposing package, there have been paragraphs of principle, which need additional agreement. The Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gevorg Papoyan proposed that taking into consideration the workshop results, and presented solutions on the disputable issues acceptable by them.
An agreement was reached to continue the debates on the reforms of the law on Audit Chamber for stipulating mutually acceptable regulations.
