Sitting of the National Assembly

There are 46 issues and 13 international agreements on the agenda of May 2 four-day sittings of the National Assembly. NA President Artur Baghdasaryan introduced the draft resolutions of addenda and delays on the agendas of the session and four-day sittings, as well as the agenda draft of the four-day sittings. The MPs approved by voting the above mentioned documents and the seven issues debated in the previous four-day sittings. The draft of “Rules of Procedure of the National Assembly” submitted by ULP faction, which the NA Standing Committee on State and Legal Affairs hasn’t endorsed was decided to have on the agenda of the seventh session. As the NA President clarified, the MP won’t be involved in economic activity by which was conditioned the application of Levon Poghosyan, ULP faction.

The opposition political forces of the parliament are concerned with the new proposals designed by the Government on the amendments of the Electoral Code laid on the agenda of three-day sittings and consider them unacceptable. Viktor Dallakyan, Secretary of Ardarutiun/Justice Artashes Geghamyan, head of Azgayin Miabanutiun/National Unity declared that in the event of showing those proposals in the Electoral Code they would take their signatures that were put under the document.

During the debate of the agenda, taking the advantage of the opportunity on addressing questions to the Parliament President, MP Hmayak Hovhannisyan touched upon the interview of NA President given to “Frankfurter Algemeine,” in particular the problem of cooperation of Armenia with NATO. Artur Baghdasaryan said once again that he is for deepening relations with Euro Integration and NATO. The western values, however, the NA President does not contradict the Russian ones and emphasized that Russia also desires to extend the relations with NATO. At the same time there is an individual partnership plan, and there is no such issue on the political agenda of Armenia. The NA President considers the development of relations with NATO the vision of future. Mr. Baghdasaryan does not see serious contradiction between the viewpoints of his coalition partners and ensures that if there are home or foreign political irreconcilable disagreements, then the OEK will withdraw from the coalition.

In this sitting the parliament finished the debate of the legislative initiative of the Government on Making Amendments and Addendum to the Law on Compulsory Military Service started in the previous four- day sittings. Artur Aghabekyan, Deputy Defence Minister said in his final speech, that change of the terms of military service is not envisaged. The Deputy Defence Minister also submitted to ratification the agreement On Preparing Military Men For the Member States of the Treaty on Collective Security. Tigran Sargsyan, Chairman of the Central Bank (CB) introduced the initiative of the amendment to the Law on Cassation, by which the security of transferring the drams should be increased. The CB Chairman also introduced three legislative packages: on Making Amendments to laws On Legal Acts, On RA Central Bank, On Road Payment and a number of accompanying laws. The packages should be passed in the second reading.

Some amendments have been made after the first reading in the Criminal Procedure Code. Ararat Mahtesyan, Deputy Head of the Police two proposals of the NA Standing Committee on State and Legal Affairs. The NA Standing Committees on State and Legal Affairs and on Defence, National Security and Internal Affairs endorsed the draft.

The Government also proposed to pass the package of amendments in the Civil and Criminal Codes on Copyright and Related Rights in the second reading. Upon the proposal of the Chairman of the Standing Committee on State and Legal Affairs the drafts have been additionally elaborated.

The Government proposed to pass in the second reading and completely the drafts on Making Amendments and Addenda to the laws on Gambling and Casinos and Lombards and Lombard Activity, as well as the draft on Precious Stones with 7 drafts enclosed in the third reading. One of the two drafts related to the environment sphere remained unchanged, and three amendments have been made in the other one.

The two packages of the amendments of the laws on Social Security Cards and on the Responsibility For Infringements in the Sphere of Urban Development were also submitted to the MPs in the second reading and the draft on Innovation Activity – in the third reading.
