Parliament adopts legislative initiatives debated at extraordinary sitting in second reading

The Government proposes to introduce a new system of certification of police officers, based on the results of which a surcharge will be calculated for the relevant employees. The certification procedure, as well as the amounts of the surcharge and the payment procedure will be defined by the Government decision.

The RA Deputy Minister of Internal Affairs Arpine Sargsyan presented the amendments to the laws on Service in the Police and on Remuneration of Persons Holding State Positions and State Service Positions.

The initiative was debated at the NA extraordinary sitting in the second reading on April 21.

The rapporteur noted that taking into consideration the deputies’ concerns and proposals, some amendments were made from the first to the second reading.

“It was clearly fixed that the purpose of the certification is also to check the suitability of the position and the calculation of the surcharge,” Arpine Sargsyan informed.

By the proposal of the NA Deputy Chair of the Standing Committee on Defense and Security Armen Khachatryan a provision was added that Deputy heads of police should also be certified.

Technical amendments were made as well.

hArmen Khachatryan underlined that the initiative was debated in the Committee in detail, proposals were presented by the deputies, which were adopted. The initiative was endorsed.

The Deputy Minister of Internal Affairs also presented the amendments in the laws on Rescue Service and on Remuneration of Persons Holding State Positions and State Service Positions. The package was edited from first to the second reading. The Deputy directors of the rescue service will also pass certification.

The member of the NA Standing (Head) Committee on Defense and Security Vahagn Aleksanyan presented the endorsement of the Committee.

The debated initiatives were adopted in the second reading.

By the proposal of the Secretary of the Civil Contract Faction Artur Hovhannisyan, issues regarding the selection of judges of the Court of Cassation were removed from the agenda.
