Tax Changes in Support of Economic Entities and Manufacturers

52 issues and 7 international treaties were included at April 11-14 four-day sittings’ agenda.

On April 11, the regular four-day sittings began by the ratification of the agenda and the proposed addenda to the agenda of the sittings, which were represented to MPs by the NA President Artur Baghdasaryan. Then the Parliament adopted by voting all the bills debated during the previous four-day sittings. The MPs also endorsed the bills “On Environmental Control,” “On Ratifying the Disciplinary Charter of RA Police,” which were fully adopted for the third reading. And the amendments to the laws “On Rates of Environmental Payments,” “On the Payments of Environmental and Nature Use” and the drafts “On the Tariffs of Accounting the Size of Compensation Caused to the Fauna and Flora as a Result of Environmental Legal Offences,” envisaging amendments to the RA land Code and to the laws “On RA Holidays and Remembrance Days” and the documents “On Key Provisions of Water National Policy” the Parliament adopted for the second reading.

Either MPs or the representative of the government during the debate endorsed the submitted proposal of Vahram Baghdasaryan “On Making Amendment to the Law ‘On Simplified Tax.’” He proposed to separate the trade and industry spheres. The conclusion of the head committee was positive.

By the initiative of the MP submitted on making amendment to the law “On Approving the List of Other Goods with Zero Interest Rate of the Import Customs Duty, Imported by the Organizations and Individual Businessmen, Which are not Subject to Taxation by the Excise Tax from which the Value- Added Tax is not Accounted and Taken by Customs Bodies” is attempted to create an equal tax field for import of some kinds of goods.

The government also presented a draft, related to the regulation of the problem of import of some kinds of goods of the same code, “On Amending the Law ‘On Value Added Tax.’” In his extraordinary speech, Artur Baghdasaryan expressed satisfaction for coming to mutual agreement and talk with unified position towards the authors’ decision. He noted that the liberal policy towards the imported kinds of goods can become a stimulus for the development of new technologies and manufacturing of qualitative production.Mr. Baghdasaryan finds that this reform of tax legislation will register positive transfers, will be a practical support for an economic entity and manufacturer. He also noted the importance of informing the economic entities and manufacturers on this. The NA Standing Committee on Financial-Credit, Budgetary and Economic Affairs endorsed the issue.

There was also another initiative of making addenda to the law “On Value Added Tax” on the agenda of the sitting.

In the sitting it was proposed also to adopt the drafts on making addendum to the law on medal for “Merits before Fatherland” and "On RA State Awards,” with which new kinds of awards are provided.

The government submitted the draft law “On Pre-School Education” to the MPs’ consideration.

According to Sergo Yeritzyan, Minister of Education and Science, till now mechanisms under the control over a legal field and sphere of the activity of pre-school institutions were imperfect.

Mkrtich Minasyan, member of the NA Standing Committee on Science, Education, Culture and Youth was for the adoption of the bill. The debate of the issue will be continued at the second day of the four-day sittings.
