Parliament Ends Work of Regular Sittings Covering the Agenda

On December 10, the RA National Assembly continued the work of the regular sittings and passed by voting the draft laws debated on the previous day.


The RA NA Speaker Ararat Mirzoyan informed that the items of the election of the Chairman of the Court of Cassation and the Judge of the Court of Cassation, for which the document of the Chairman of the Supreme Judicial Council Ruben Vardazaryan, by which he asked postponing temporarily the debate of the items.


Afterwards the debate of the draft law on Making Amendment and Addendum to the Constitutional Law the RA Judicial Code authored by the NA deputies Vladimir Vardanyan, Anna Karapetyan, Hovhannes Hovhannisyan, Viktor Yengibaryan, Arpine Davoyan, Kristine Poghosyan and Vahagn Hovakimyan continued in the first reading.


The RA Deputy Minister of Justice Armen Hovvhannisyan presented the viewpoint of the Government.

The Deputy Minister presented some recommendations, which would be debated during the period from the first to the second reading.


The RA Deputy Minister of Economy Avag Avanesyan presented for debate the draft law on Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled.


The RA Deputy Head of Police Ara Fidanyan has presented for debate in the second reading the legislative package on Amending the Law on the RA Citizen's Passport and on Amending the Law on Identification Cards , and it proposes to again extend the term of providing the old sample, non-biometric passports to the RA citizens, establishing 1 January 2022 instead of 1 January 2021.


The NA Standing Committee on State and Legal Affairs endorsed the draft law.


The draft law on Making Amendments and Addenda to the RA Tax Code with the legislative package
authored by the RA Government and the NA deputy Sofia Hovsepyan.was debated in the second reading.


The RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan presented details concerning the draft law.


The RA NA Standing Committee on Economic Affairs endorsed the package.


Afterwards the parliament debated the item of the election of the Audit Chamber Member. The RA NA My Step Faction nominated Karen Arustamyan's candidacy for electing in the mentioned vacant post. At present he is the Acting Member of the Audit Chamber.


The member of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Artak Manukyan presented the candidate's biography, noting his working path and professional qualities. He urged his colleagues to vote for Karen Arustamyan's candidacy.


Karen Arustamyan in his speech thanked the NA My Step Faction and the Committee for nominating his candidacy in that important post.


The parliament debated the item of the election for the Member of the RA CB Council.


The RA NA Deputy Speaker Lena Nazaryan informed that pursuant to Article 201 of the RA Constitution and Article 145 of the Constitutional Law the Rules of Procedure of the National Assembly, the NA Standing Committee on Financial-Credit and Budgetary Affairs proposed Davit Nahapetyan's candidacy to the National Assembly for the post of the Member of the Central Bank Council.


The Member of the NA Standing Committee on Financial-Credit and Budgetary Affairs Yeghishe Soghomonyan presented the candidate's biography and the working experience and proposed his colleagues to vote for him.


Answering the MPs' questions, Davit Nahapetyan touched upon the necessity of the steps directed to the financial literacy, the financial educational strategy, the capital market development programme, the changes going on in the currency market and the stabilisation of the exchange rates in the financial market and the problems of the securities' market development.


The RA NA deputy Artak Manukyan underlined the importance of the role of the CB Council Member and called on the candidate to implement visible effective work with the public.


Afterwards the parliament debated the item of the election of the Chair of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment .


The RA NA Deputy Speaker Lena Nazaryan informed that pursuant to Article 138 of the Constitutional Law the Rules of Procedure of the National Assembly, the RA NA My Step Faction nominated Vahe Ghalumyan's candidacy in the vacant post of the Chair of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment.


The RA NA deputy Matevos Asatryan presented the biography and the working experience of the candidate for the Committee Chair, proposing his colleagues to vote for him.


Vahe Ghalumyan also answered his colleagues' questions, touched upon the problems concerning the development of the local self-government system and the legislative initiatives.


The Chair of the RA NA Accounting Committee Vahagn Hovakimyan presented the results of voting in secret ballot and noted that Davit Nahapetyan was elected Member of the Central Bank Council, and Vahe Ghalumyan was elected Chair of the RA NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment.


As Vahagn Hovakimyan informed, Karen Arustamyan was not elected in the post of the Audit Chamber Member.


Afterwards, the MPs by voting passed the debated initiatives.

Covering the agenda, the parliament ended the work of the regular sittings.
