NA Standing Committees’ Sittings

On February 3 the NA Standing Committees’ sittings were conducted. The bill on Making Addenda and Amendments to the RA Law on Advertisement was debated at the NA Standing Committee on Science, Education, Culture and Youth.

   Hranush Hakobyan, Chairperson of the Committee highlighted the law, focused the author’s attention on several shortcomings of technical and editorial character, and proposed to review the implementation of punishment mechanisms in case there are law breaches, and make the punishments more strict if necessary.

At the NA Standing Committee on Social Affairs, Health Care and Environment presided over Gagik Mkheyan, head of the committee, the bill on Making Amendments and Addenda to the RA Labor Code was debated through the procedure of the second reading, which submitted the MP Armen Danielyan.

The NA Deputy Samvel Balasanyan submitted the MPs authorized bills on State Encouragement of Mothers Having Many Children, on Making Amendments and Addenda to the RA Law on RA State Awards and on Making Amendments and Addenda to the RA Law on RA Honourable Titles.

Tatul Hakobyan, Deputy Minister of Health Care submitted the RA government authorized bill on Making Amendments and Addenda to the RA Law on Drugs and Psychotropic Substances.

Artur Poghosyan, Deputy Minister of Culture and Youth Affairs submitted the government authorized bill on State Youth Policy for the first reading.

Highlighting the necessity of the legal document regulating the public-state relationship in implementation of state youth policy, the adoption of the RA Law on State Youth Policy Mr. Poghosyan considers necessary.

All the bills debated in the Committee were endorsed to be put on the drafts of the NA four-day sittings and big agendas.

The committee also debated the RA government authorized bill for the first reading on Making Amendments and Addenda to the RA Water Code, which submitted Vardan Ayvazyan, Minister of Environmental Protection. The committee negatively estimated the debated bill.

The debate of the bills on Drugs, on Libraries and Library Work, on Blood and Its Donor Components and Blood Transfusion of a Person, on State Policy on Social Protection of RA Disabled People was postponed for 30 days, and the bills on Diabetes Prevention and Medical Treatment, on Making Amendments and Addendum to the RA Law on Use of Control Cash Register and on Social Assistance were postponed for 60 days. The bills on Making Amendments and Addenda to the RA Law on Prevention of Illness caused by HIV AIDS, on Repressed and on Making Addendum to the RA Law on State Tax, on Making Amendments and Addendum to the RA Criminal Court Procedure Code, on the RA National Security Directions and on Making Amendments and Addenda to the RA Law on Drugs and Psychotropic Substances were postponed for 90 days.

   The NA Standing Committee on State and Legal Affairs presided over Rafik Petrosyan, debated the government submitted bills on Copyright and co- Rights, on Making Amendmentsand Addenda to the RA Civil Code and on Making Amendment to the RA Criminal Code, which submitted for the first reading Armen Gevorgyan, Deputy Minister of the RA Trade and Economic Development.

The bill authorized by the government on Making Amendments and Addenda to the RA Code on Administrative Offences was debated through the procedure of the first reading, which submitted Vache Terteryan Deputy Minister, Coordinator of the activity of RA Territorial Administration.

Tigran Sargsyan, President of the RA CB submitted for the first reading the government authorized bills on Making Addenda to the RA Law on Legal Acts, on Making Amendments to the RA Law on RA Central Bank.                                                                                                              

By the proposal of the MP Galust Sahakyan, the issue of absence of the MPs was removed from the agenda.

The committee debated the bill on Organization of Burials and Operation of Cemeteries and Crematoriums for the third reading procedure and the bill on Making Amendments and Addenda to the RA Labor Code for the second reading.

5 bills were postponed for 30 days by the decision of the committee and 5 bills for 90 days.

All the bills debated in the committee were endorsed to be included in the drafts of the four-day sittings and big agendas.

   At the NA Standing Committee on Foreign Relations, presided over Armen Roustamyan, Head of the committee was decided to endorse the Agreement on Cooperation Principles and Bases between the RA and the Islamic Republic of Iran signed in Yerevan on September 8, 2004, the Cooperation Agreement on Refugees between the RA and UN Supreme Commissioner Office, signed in Yerevan on November 22, 2004, the Agreement on Mutual land and buildings allotment for Embassies, between the RA government and the government of People’s Republic of China, signed in Peking on June 13, 2005. The Agreement between NATO and RA Government signed on May, 2005 in Armenia, to be put on the draft agenda of the NA forthcoming four-day sittings, which were presented by Gegham Gharibjanyan, Deputy Minister of Foreign Affairs.

Gorik Hakobyan, Head of the National Security Service submitted the Agreement on Intergovernmental Messenger Communication signed in Minsk, on January 22, 1993 and the report on Making Amendments to the Agreement on Intergovernmental Messenger Communication signed in Moscow on May 27, 1997.

The debated agreements by an endorsement will be submitted for the parliament’s ratification.

The Committee discussed the draft conclusion of the parliamentary hearings’ committee on the theme of “Key Problem of Nagorno Kharabakh, Ways of Regulation.” After prolonged debates the committee unanimously adopted the submitted conclusion.

At the sitting of the NA Standing Committee on Defence, National Security and Internal Affairs presided over Mher Shahgeldyan, head of the committee, by the debate of the Committee it was decided to endorse and to put on the draft agenda of the forthcoming NA sittings for the second reading discussion the government authorized bills on Making Addendum to the RA Law on RA State Awards, on Making Amendments and Addendum to the RA Law on Battle Cross Order, on Making Addendum and Amendment to the RA Law on Tigran Mets Order, on Making Addendum and Amendment to the RA Law on Vardan Mamikonyan Order and on Making Amendment to the RA Law on Medal for Service Rendered To Fatherland.

The committee debated the Agreement on Intergovernmental Messenger Communication signed in Minsk on January 22, 1993, the report on Making Amendments to the Agreement on Intergovernmental Messenger Communication signed in Moscow on May 27, 1997 and the Agreement between the RA government and NATO signed on May 11, 2005, which will be represented for the parliament’s ratification.

The bill submitted for to be put on the agendas of the NA spring, i.e. the seventh session and the four- day sittings, were debated at the NA Standing Committee on Financial- Credit, Budgetary and Economic Affairs. In the result of the debates the Committee endorsed the debated 14 and 4 issues, correspondingly to be put on the agenda of the big session and four-day sittings.

At the plenary session the MPs will here the CB’s presented RA monitory-credit policy of 2006.

According to Gagik Minasyan, head of the committee, the inflation will be the theme of the parliamentary hearings for the next week.

The government presented a proposal to the parliament on Making Addendum and Amendments to the law on Responsibilities for Administrative Offences in the sphere of Urban Development.

Through the amendment to the RA law on State Duty the government proposes to define 200 times more state tax than the annual base tax for the license of the production of bio vaccination, serums and diagnostics means used in veterinary sphere.

Through making amendment to the law on Energy the executive body aims to eliminate the state monopoly in the sphere of the use of nuclear settings and nuclear substances.

The bill on Declaration of Property and Income of Physical Entities will be proposed the parliamentarians to be adopted for the second reading. After the adoption through the first reading, in the result of the prolonged debates, the executive and legislative bodies have reached an agreement on defining the annual income threshold, subject to declaration, 5m AMD.
