As the RA Deputy Minister of Finance Vahe Hovhannisyan informed, the Government has the right to make redistributions about 3 percent of the approved budget. In 2022, such redistributions were made. There is necessity related to the objective circumstances to make additional redistributions until the end of the year, which contain risk to make possible passing the established 3 percent. Taking into consideration this circumstance, the Government proposed to establish 5 percent only for this year the established 3 percent.
On December 16, the debate of the draft law On Making Addendum to the RA Law on the RA State Budget for 2022 was restarted at the sitting of the NA extraordinary session.
The Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gevorg Papoyan delivered a speech related to the issue.
According to the MP, the proposing amendment is conditioned by the objective realities and is a consequence of positive impulses. The problem was caused also because the pensions were raised in September of this year. “If the pensions are not raised, maybe there was no need of this amendment. But the year was good, the rate of the economic growth was high, and it gave us an opportunity to raise the pensions in September, and naturally, essential deviations emerged in the budgetary lines,” Gevorg Papoyan said, noting that there were other circumstances in other spheres, related to which inner redistributions were made.
