Ratification of Agreement to Promote Proper and Full Legal Regulation in the Regular Air Communications between Armenia and Syria

The aim of the Agreement is to approve air communications between the relevant territories of two states and boosting the international cooperation connected with such communications as much as possible. The RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan at the sitting of the Standing Committee on Economic Affairs on February 22, presenting the draft law on Ratifying the Agreement on Air Communications between the Government of the Republic of Armenia and the Government of the Arab Republic of Syria.

The ratification of the Agreement will promote the proper and full legal regulation of the relations in the air communications between the two countries, providing flights, as well as will foster the activation of bilateral economic ties. According to Armen Simonyan, the implementation of regular flights will positively reflect upon the move of the Syrian Armenian community to Armenia, as well as on inter-state, parliamentary and other delegations’ mutual visits.

The MP Narek Ghahramanyan was interested in what principle the humanitarian aid was moved to Syria, noting that information was spread on the internet that there were problems connected with the moves of the airplanes because of the international sanctions imposed on Syria.

Armen Simonyan noted that the implementation of the humanitarian flight has other regulation – the permissions of the flights being envisaged for humanitarian and state needs are done through diplomatic means. He informed that at present, there are no problems on restrictions.

Noting that the parliament passed a draft law on regulation of the taxi services in the airports, the Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan was interested in the way of regulating the process, as at the airport the individual taxi drivers continue proposing their services to the people coming to Armenia. The deputy underlined that they wanted to solve that problem by the draft law.

As the key rapporteur presented, from December 1 rather strict control was established at the airport.

Babken Tunyan inquired about the reason that until today nobody was interested in receiving license, in response to that, Armen Simonyan said that different organizations were concerned about that, but there was no concrete bid for licensing, the work with different companies continue.

An agreement was reached to organize debate in parliament on taxi services working on online domain.

The MP Davit Arushanyan noted that the Inspection Bodies will keep an eye also on Gyumri Airport., as there is impression that the law in force relates only to the individual taxi services on the territory of Zvartnots Airport. He also added that as a result of work of the taxi services operating on the territory of Gyumri Airport more complicated and unfavourable conditions cause for the tourists. As Armen Simonyan observed, the law refers to the activities of taxi services operating in all airports.

The draft debated in the first reading was endorsed.
