On June 16 President of the National Assembly, Chairman of the Armenian State University of
Economics (ASUE), graduate of this higher educational institution Mr. Hovik Abrahamyan, Chairman of the NA Standing Committee on Science, Education, Culture, Youth and Sport Mr. Artak Davtyan, Chief of NA Staff Mr. Gegham Gharibjanyan, Minister of RA Education and Science Mr. Armen Ashotyan participated in the solemn ceremony of handing over the diplomas to the graduates. It has become a tradition to hand over the diplomas to the Armenian State University of Economics with great solemnity.
Rector of ASUE Mr. Yuri Suvaryan, the members of the council of the higher educational institution, scientists and lecturers met the high-ranking guests.
Welcoming those present Mr. Suvaryan noted that today many graduates of the higher educational institutions work in different branches of the economy of the republic, and the head of the legislative power in Armenia is the former graduate of the State University of Economics Mr. Hovik Abrahamyan.
Congratulating the graduates and wishing them good luck President of the National Assembly Mr. Hovik Abrahamyan said:
Dear graduates!
I have come to share with you the joy of graduating from the higher educational institution. But I am not going to make a farewell speech. My mission is different. Everything in life has its logical continuation. In your case the moment of graduating from the higher educational institution I assess as a new beginning, I would
say a real beginning, because now, you should at last use the knowledge that you received at school and at the university, why not, the knowledge that you received and accumulated from your parents. And your professional real weight will greatly depend on the way you will use your knowledge in practice.
Of course, some of you will continue your education in the sphere of theoretical sphere. This is a very important sphere, and being as an economist–scientists, you will yourselves assume that role, where your professors taught you during these years. It is important that you will also educate new specialists with new way of thinking, with new world outlook, with the good knowledge in the international sphere and with national character.
I wish to be sincere with you, I wish that the future candidates of economics, especially the boys, strive for defending scientific theses not for evading the service in the army, but to prove everybody that they can be useful in solving the problems of the national economy in a new and brave way. We improve the legislation regarding the higher and post-graduate education, and we’ll try to do utmost in order to have it serve for the process of preparing specialists. And if any candidate of economics and doctor takes at least one step forward the development programme of the national economy, one can consider that the given certificates have no formal character, but they testify to the scientific real achievements.
Naturally, some people are concerned with the fact that especially the economist’s specialty is rather attractive. In the economic terms, the proposal of today’s specialists exceeds the demand of the labour market, which can have a negative influence on the employment. As President of the National Assembly of Armenia, I wish to say you the following: our country, the economy has a demand of with high-qualified and capable specialists. And the demand is great in the state sector in legislative and executive power wings, as well as in the private sector.
I’ll bring an example. In the conditions of world financial-economic crisis most of our businessmen suffered not only because of Armenia being integrated in the global economy, and the shocks were inevitable, but also because of simple reason that they didn’t almost use the most important mechanisms and devices providing stability, as hedge, futures, forward deals, etc.
I’ll mention about other circumstance. We, the economists, imagine quite well, what important role play the investments in the development of the economy of the country. However, it’s important to pay attention to the fact that the share of the inner investments shall gradually increase by simple substantiation that we are the first that we shall trust our economy then we’ll pass such trust to the foreigners. The restoration and development of the atmosphere is one of the most important preconditions of the investments. At the same time I would like to remind that for the investments today the most profitable are not only the spheres of production and services, but, I am sure that the investments are the development of the human capital, that is, in the sphere of education and science.
You should know quite well the representative of Chicago School of Economics, the views of Nobel Prize Winner Gary Becker, which are more of current interest for our country rich in mental capability. The idea is well known that the state, which does not want to pay to their specialists, sooner or later will be obliged to pay to the specialists of other countries for ensuring its development. I am sure that we have sufficient capability to provide conditions for the economists, which they deserve with their knowledge, work experience and coefficient of efficiency.
It is a great pride an honour to be Chairman of the Council of the Armenian State University of Economics, and moreover, I am proud of being a graduate of this prestigious higher educational institution. I may ensure you with my own example that the knowledge, purposefulness and daily labourious work are the most important factors, by which is conditioned all your future achievements.
Dear graduates, I wish you good luck, and also you are welcome to real life!”
Minister of Education and Science Mr. Armen Ashotyan expressed his good wishes too. On behalf of his graduate friends Vladimir Gevorgyan ensured that developing what they had received during their student years, they would do their utmost especially for the development of the economy of our country.
This year 1088 students graduated from the Armenian State University of Economics, from which 18% received red diplomas. RA NA President Mr. Hovik Abrahamyan handed in the first red diploma to the best graduate.
