On August 21 RA NA President Mr. Hovik Abrahamyan met with the members of NA Ad-Hoc Committee into the Events Occurred on March 1-2 2008 in Yerevan and Their Reasons.
Mr. Hovik Abrahamyan noted that September 15 is the deadline for committee's work set up by the parliament and he was aware that the committee was ready to present the condensed conclusion. Mr. Abrahamyan said that the Committee’s activities have been under his attention. According to him the conclusion of the Committee should be as exhaustive and unbiased as possible, it should give answers to those questions put by the National Assembly. It has been also said that the reports are going to be significant for the PACE, which last N 1677 resolution says that Ad-Hoc Committee’s report will be the evidence to the fact if the principles of impartiality are satisfied or another examination is a must. According to Mr. Abrahamyan the assessment of European Council is of a great significance but first of all the Armenian parliament have to account to the people, and it is society and political forces of Armenia that expect comprehensive and reliable answers from RA National Assembly. The speaker said that he has been also informed that the committee has had to overcome different obstacles, and that statesmen and officials had not always responded to the Committee’s applications and inquiries in time and in the due manner, they had not always been willing to come to the Committee and give answers to the questions. “I also understand that most answers of the questions put in front of you directly deal with the works done by the special investigation service, as the Parliamentary Committee is not a preliminary investigation body and even in the case of a great wish it can not and has no right to exceed it’s authorizations”. He has certified that the whole information gathered during the Committee’s activity would be stated impartially in the final reports. NA President expressed the wish to listen to the members’ viewpoints concerning a number of issues, in particular the proportionality of the police activity, implementation of special measurements, specification of the circumstances of ten victims and issues transferred by the members of fact-finding group.
The Chairman of the Ad-Hoc Committee, Staff of the Deputy Chairman of the National Assembly Mr. Samvel Nikoyan expressed his gratitude to the President of the National Assembly for the support. Noting the thanks for the support of the NA President the works of the committee passed more quickly and efficiently, Mr. Nikoyan presented the done work assuring that the committee would present an unbiased and condensed conclusion. The Chairman of the Committee and the members presented their viewpoints concerning Mr. Hovik Abrahamyan’s proposed statements of the questions.
At the end of the meeting the NA president stressed that confronting the facts and information gathered during the work, the Committee had to give objective conclusion, which would be reliable for society. He also expressed his willingness for any kind of support and assistance.
