Right of Free Education to Be Given for All Servicemen with 1st and 2nd Group Disability
On March 15, the regular sitting of the NA Standing Committee on Defense and Security moderated by Andranik Kocharyan was held.
At the Committee the draft law on Making Amendment and Addendum to the Law on Military Service and Serviceman’s Status was debated in the first reading.
The draft law proposes all the servicemen who received 1st
and 2nd
group disability, the officers with the right to long-term service military pension while fulfilling the office obligations during the military service give the right to admission and education outside of the general competition the educational institutions implementing accredited higher educational and state and accredited non-state preliminary specialized and average specialized educational programmes at the expense of the RA state budget with separate competition (in case4 of taking the exams with positive points).
The key rapporteur Tigran Abrahamyan proposed to fix the January 2023 for entering the law into force.
According to the representative of the RA Government, the Deputy Minister of Defense Arman Sargsyan, the executive body in general, is not against the amendment, agrees that the contract servicemen and the officers of 1st
and 2nd
group disability receive the right to free education.
The Government has reservations on providing proposal of opportunity to the officers with the right of military pension for receiving free education and urges leaving unchanged that provision of the law in force, informing that by the functioning law the state gave the abovementioned persons an opportunity to get professional training.
The Committee endorsed the draft law with the reservation to be re-edited during the period from the first to the second reading.
At the Committee the draft law on Making Amendment and Addendum to the Law on Military Service and Serviceman’s Status was debated in the first reading.
