Gevorg Papoyan Proposes New Regulations in Law on Audit Chamber

At November 9 sitting, the RA NA Standing Committee on Financial-Credit and Budgetary Affairs debated in the first reading the draft law authored by the NA deputy Gevorg Papoyan on Making Addenda and Amendments to the Law on the Audit Chamber.

It is proposed to submit to the National Assembly conclusions related to the implementation of those months, together with the financial and compliance audits on the implementation of the state budget for three, six and nine months, which will summarize the current conclusions made during the audits.

It is planned to eliminate the obligation of the Chamber, by which during the first three working days, the Chamber should submit to the National Assembly the envisaged list of the current conclusions to be introduced to the National Assembly during the quarter.

During the development of the draft, the observations of the Audit Chamber, a joint initiative of the Support for Improvement in Governance and Management (SIGMA) the European Commission and Organization for Economic Co-operation and Development were taken into account, as well as the results of analysis conducted by the experts of the UNDP ‘Modern Parliament for a Modern Armenia’ project.

In his speech, the RA Deputy Minister of Justice Suren Grigoryan noted that the author mainly accepted the proposals of the Government. According to the Deputy Minister, the initiative is acceptable for the Government, on condition of debating some proposals of the executive body after the first reading.

The Committee member Arusyak Manavazyan proposed the colleagues to vote in favor.

The deputies have voiced about a number of problems related to the Law on Audit Chamber and have noted that the law should be changed.

The Chair of the Committee Gevorg Papoyan proposed to organize working debates with the participation of the Government and the representatives of the Audit Chamber during the period of the first to the second reading and to rectify the legislative gaps.

The Committee endorsed the legislative initiative.
