Effective Experience of International Legal Mechanisms on Boosting and Encouraging Larger Families Debated in the Committee

The demography strategy of the Republic of Armenia is developed by the Ministry of Labor and Social Affairs. The adoption of the law on Multiplicity is also designed. Legislative research on the functioning legal mechanisms and regulations in a number of European, as well as post-Soviet countries, which are effectively used for boosting and encouraging the large families with the support of the UNDP Modern Parliament for a Modern Armenia Project. The RA NA Standing Committee on Labor and Social Affairs Heriknaz Tigranyan said about this.

On November 4, the independent expert Artak Yergenyan presented the results of the research in the Committee. The Deputy Minister of Labor and Social Affairs Davit Khachatryan also took part in the debate.

The participants of the debate thanked the international partner for the support.

The research comprised of two parts: ‘Comparative analysis of the social state policy – large families’ and ‘Proposals of the amendments in the legislation of the Republic of Armenia in force for providing additional mechanisms for encouraging large families.’

The experience of more than 30 countries was researched, but the experience of only the countries, which can be applicable in Armenia was presented, taking into consideration the peculiarities of the legal system and the law applicable practice. In particular, the experience of Belarus, Ukraine, Georgia and Austria was introduced. The constitutional regulations functioning in those countries, and the decisions of the Government, as well as the local self-government were studied.

Presenting the work of the elaboration of the demography strategy of the Republic of Armenia, Davit Khachatryan highlighted the voluminous research work done, noting that the results will be taken into consideration the development process.
