It is Proposed to Return the Paid Excise Tax during Import in cases of Import and Later Export

In the phase of re-exporting from our country the goods subject to taxation by the excise tax being imported to Armenia, the excise tax paid during the import is not returned with the current regulations.

As the RA Deputy Minister of Finance Arman Poghosyan insisted, the excise tax is a consuming tax, and should be paid in a country, where those goods are consumed. According to him, if those goods are not consumed in our country, then it is not fair, if that tax as an import tax is kept in our budget. In such cases it proposed to reserve right to return the excise tax to the Government.

The next amendment refers to the import of the raw material, a product is received by processing and re-exported. In this case it is also proposed to exempt the products from the excise tax.

In response to the question of the Deputy Chair of the Committee Babken Tunyan, the Deputy Minister clarified that the regulation was envisaged for all goods being taxed by excise tax with the order, cases and amount set by the Government. That is, conditioned by the product, the set amount can be different.

The amendments and addenda proposed by the Government in the Tax Code were debated at the extraordinary sitting of the NA Standing Committee on Economic Affairs.

As Babken Tunyan assessed, the after the adoption of the regulation under debate both the state and the entity will win.

The legislative initiative was endorsed by the Committee.
