The draft law on Guarantees for Family Members of Servicemen Killed for Defense of Motherland authored by the RA NA Armenia Faction proposes to define additional guarantees for family members of servicemen killed for defense of motherland. The key rapporteur of the draft Gegham Nazaryan said this during the regular sitting of the RA NA Standing Committee on Defense and Security on January 11. The deputy underscored that it is proposed to include in the guarantees the support of a family member in order to repay the mortgage loan, the compensation of certain expenses and other privileges.
Gegham Nazaryan mentioned that the draft has one main objective: to try help our community be healthy. “First of all, this is a step aimed at the rejuvenation of our society, and then an action to support the family members of the recently martyred boys,” the deputy of the Armenia Faction said.
The co-rapporteur Vilen Gabrielyan detailed the shortcomings in the draft law. In his opinion, the idea of the draft is good, but incomplete: it needs additional work. “I think that the Republic of Armenia should have a similar draft as a law, but there are no arguments or justifications under the material,” the deputy noted. The co-rapporteur urged his colleagues to vote against the draft.
The representative of the RA Government, the Deputy Minister of Defense Arman Sargsyan also stated in his speech that the idea is good, but lacks calculations and justifications.
Reflecting on the draft in their speeches, the Committee members also welcomed the idea, but considered it incomplete. It was mentioned that calculations and statistical data are missing in the justifications of the draft.
According to the Chair of the NA Standing Committee on Defense and Security Andranik Kocharyan, the procedures designed for the debate of the draft law were not observed. The Committee Chair proposed to postpone the voting of the draft in order to pass the joint procedural debates.
In his final speech, the co-rapporteur Vilen Gabrielyan proposed the attendees to study the draft more deeply, correct the shortcomings and bring it back to debate.
The key rapporteur Gegham Nazaryan emphasized that the adoption of the bill is a necessity. Hence, accepting the proposal of the Committee Chair and the remarks of the deputies, he agreed to postpone the voting on the draft law for a period of up to 2 months.
