At June 2 joint sitting of the Standing Committees on State and Legal Affairs and on Financial-Credit and Budgetary Affairs, the state budget 2022 executions of a number of structures were debated.

The Chief of Staff of the RA Constitutional Court Samvel Arakelyan informed that the budget 2022 of the structure was made up of one programme.

According to the rapporteur, the approved annual plan of the first event was 690 million AMD, and the revised one was 729 million AMD: the basis of the difference between the plans is the amendment made in the law on Persons Holding State Positions and State Service Positions, according to which a surcharge of 80% of the official rate has been planned for the judges of the Constitutional Court. In order to cover these costs, the budget was increased by 42 million AMD. The performance was 98.7%.

The annual specified plan of the second event was 13 million 816 thousand AMD, out of which 13 million 646 thousand AMD was spent in the current year. The performance was 98.8%.

According to the Acting First Deputy Head of the RA Judicial Department of the Supreme Judicial Council Nairi Galstyan, 14 billion 227 million AMD was allocated to the Supreme Judicial Council with the state budget 2022, then it was increased to 15 billion 89 million AMD, and 14.5 million AMD was actually spent. The performance was 96%. Compared to 2021, it is 17% more.

One programme, 22 events were implemented. 349 million AMD was allocated for capital expenditures. The money saved for all measures was transferred to the state budget.

According to the Minister of Justice Grigor Minasyan, 8 programmes and 37 events were implemented in 2022. 23 billion 238 million AMD was designed for the Ministry, 24 billion 500 million AMD was actually allocated, the performance was 94.4%, which is 18.1% more than the index in 2021.

The Probation Service has been significantly transformed, the capabilities of the service are under development.

Some penitentiary institutions have been re-equipped with modern engineering and material equipment, as well as with an operational control centre. A new, European-style penitentiary is being built.

Regarding the workload of the courts, it was noted that according to the study of international experience, conditioned by the population, it is necessary to have 1000 judges, but according to the Minister, we have three times less.

It was also noted that the reforms in the sphere of justice will continue.

According to the Secretary General of the General Prosecutor’s Office Mher Aprikyan, the General Prosecutor’s Office has implemented 2 programme instead of 3 and 8 events. 6 billion 681 million AMD was allocated with the state budget 2022, in fact 7 billion 267 million AMD. The performance for 2022 is 18% higher than the index in 2021.

According to the Secretary General, all the works planned for 2022 have been fully completed.

Mher Aprikyan mentioned that the Prosecutor’s Office is one of the most important structures of the state power and contributes to the formation of political society, the establishment of the rule of law, and the establishment of a democratic, social and legal state.

The next report concerned the State Supervision Service.

“According to the 2022 state budget, the specified plan of the three measures implemented by the State Supervision Office amounted to 777.7 million AMD, the expenditures amounted to 774 million AMD, ensuring 90.5% performance,” the Deputy Head of the State Supervision Service Robert Bazikyan stated.

“ The deviation of 3 million 400 thousand AMD from the specified plan and expenditure is mainly related to the saving of energy and communication services costs,” Robert Bazikyan said.

Robert Bazikyan also noted that in the financial year, the State Supervision Service mainly carried out studies and monitoring, which included economic, territorial administration and infrastructure, state-legal and social, procurement and other areas. Studies and monitoring were carried out based on the Prime Minister’s instructions.

The MPs’ questions related to the options to encourage conscientious entities, to the 77 criminal proceedings initiated on the basis of providing information and reports to law enforcement agencies of the State Supervision Service.

The annual report on the implementation of the budget was also presented by the Chairman of the Investigative Committee Argishti Kyaramyan.

“In the financial year, the Investigative Committee implemented 1 main programme, within the framework of which 7 measures were implemented, for which the department received 9.7 billion AMD from the state budget,” Argishti Kyaramyan said.

He also touched upon some non-financial indicators.

After the end of the report, the deputies asked questions to Argishti Kyaramyan, which, in particular, related to the beating of a minor by a policeman in Dilijan in April and the closing of the criminal case, the importance of public servants undergoing medical examinations before being appointed to the position.

The Chairman of the Corruption Prevention Commission Haykuhi Harutyunyan presented the digital indicators of the department as well.

“The Corruption Prevention Commission had 2 programme events in 2022. 333 million 580 thousand AMD was planned for the first event, 358 million 408 thousand AMD was spent, the second event cost 13 million 751 thousand AMD,” Haykuhi Harutyunyan stressed.

“The Anti-Corruption Committee implemented 1 programme and 4 events in 2022. The annual plan was 966 million AMD, the specified plan was 1 billion 739 million AMD, the actual expenditure was 1 billion 508 million AMD, the performance was 86.7%” the Chairman of the Anti-Corruption Committee mentioned.

The Head of the department also touched upon non-financial indicators.

The MPs’ questions related to the possibility of joint work between the National Assembly and the Anti-Corruption Committee and bringing the culprits to justice.

The performance of the Central Electoral Commission for 2022 was presented by the Chairman of the Commission Vahagn Hovakimyan. He noted that in the financial year, 1 billion 268 million 369 thousand AMD was allocated to the Commission from the state budget, out of which the cash expenditure was 854 million 895 thousand AMD, the remaining 413.5 million AMD was returned to the state budget, of which 320 million AMD was transferred to the reserve fund.

Vahagn Hovakimyan stated that in 2022, 19 local self-government elections were held in 9 regions of the Republic of Armenia, and the Central Electoral Commission did not receive a complaint about any of them.
