On November 9 at the sitting of the NA Standing Committee on Economic Affairs moderated by Mikayel Melkumyan debated the bill “On Amending the RA Law on Energy”, which presented the RA Minister of Energy and Natural Resources Areg Galstyan.

The Committee also debated the package of bills “On Amending the RA Law on Patent Payments”, and “On Amending the RA Law on the Use of Cash-Machines”, which presented the RA Deputy Minister of Finance Suren Karayan.

The Committee debated the bill “On Amending the RA Law on State Duty”.

The Committee postponed the debate of the package of bills “On Venture Funds”, “On Amending the RA Law on Profit Tax”, “On Amending the RA Law on Value Added Tax”, “On Amending the RA Law on Funds” by the authors’ proposal until one year.

At the sitting of the NA Standing Committee on Social Affairs moderated by Hakob Hakobyan the package of RA draft laws “On the Order of Appointment of Average Wages” and “On Amending the RA Law on State Wages” authored by the ANC faction deputy Hrant Bagratyan.

The Committee also debated the draft law “On Amending the RA Law on Minimum Wage”, in the second reading the bills “On Amending the RA Law on Prosecutor’s Office”, “On Amending the RA Law on Minimum Monthly Wage” and “On Amending the Judicial Code of the Republic of Armenia” the package of bills “On Amending the RA Law on Income Tax” and proposing amendments in a number of laws.

The NA Standing Committee on Financial Credit and Budgetary Affairs moderated by Gagik Minasyan debated and endorsed the RA draft law “On RA State Budget for 2013” to include in the agenda of the upcoming four-day sittings.

After the speeches given by the Committee members the RA Deputy Chairman of the Central Bank and the RA Minister of Finance Vache Gabrielyan summed the debates.

The issue concerning the schedule of the debates in the standing committees of the draft budget and the annual report was on the agenda of the sitting.

The Chairman of the Control Chamber Ishkhan Zakaryan presented for the assessment of the Committee the annual programme of the Chamber’s activity for 2013. The Committee positively assessed the programme of the Control Chamber.

The RA Deputy Minister of Finance Vardan Aramyan presented two agreements for the Committee’s approval.

One issue, the draft law “On Amending the Law On the Purposeful Use of the Paying Ecological Payments by the Companies” was on the agenda of the sitting of the NA Standing Committee on Agriculture and Environment. At the convened sitting presided over by Martun Grigoryan the author of the draft Tachat Vardapteyan proposed to postpone the debate of the document until one year.

The Committee decided to hold a visiting sitting on November 16 in the Khosrov Forest State Reserve.

On the same day at the next sitting the NA Standing Committee on State and Legal Affairs moderated by Davit Harutyunyan debated and endorsed for including in the NA autumn session, as well as in the draft agendas of the four-day sittings the draft law “On Amending the RA Law on Securities’ Companies”.

The Committee also endorsed the drat law “On Approving the Schedule of the Sittings of the RA National Assembly Standing Committees”.

The RA NA Standing Committee on Foreign Relations moderated by Artak Zakaryan debated a number of agreements and a protocol.

The debated agreements and will be endorsed for debate and ratification.

It was decided to postpone the debate of the draft statement “On Turning the Nagorno Karabakh Problem into Armed Conflict, Wangling the Essence and Impeding the Peaceful Negotiation Process”.

The Committee debated and made a decision to hold parliamentary hearings on the theme “The Legal International Status of the Landlocked States, Opportunities and Perspectives.”
