On November 15 the parliament continued the debates of the RA law “On RA State Budget for 2013”. The factions expressed their views and the position on the draft law.

The NA Vice President Hermine Naghdalyan delivered an extraordinary speech. In her speech she touched upon the views expressed by the deputies.

Then the representatives of the faction gave speeches.

Rubik Hakobyan expressed the view of the Heritage faction, which has submitted a proposal to the Government comprised of 75 items.

Artsvik Minasyan expressed the view of the ARF Dashnaktsutyun and referred to the policy being pursued in the sphere of agriculture.

Heghine Bisharyan presented the view of the Rule of Law faction. She has touched upon the minimum wage, noting that though it is minimal, and cannot fully meet the demands, but it will be tangible

Hrant Bagratyan presented the view of the ANC faction. Expressing his negative attitude on the draft law, the deputy deemed inadmissible the suppliers’ subsidization, the decrease of the budget deficit. He noted that they would vote against it.

The Secretary of the PAP faction Naira Zohrabyan presented the view of the faction. In the deputy’s word, the poverty will deepen, the immigration will continue, the citizen’s social situation will remain hard, and the living standards are low. Naira Zohrabyan said that their faction would vote for the draft law.

In the name of the RPA faction the NA Vice President Hermine Naghdalyan delivered a speech.

The NA Vice President assured that the year 2013 would be a year of progress, the programmes proposed by the RPA and of its leader, the President of the Republic would be implemented.

The RA Prime Minister Tigran Sargsyan gave a final speech and thanked the MPs for concerned and useful debates.

The Chairman of the NA Ad Hoc Committee on Ethics Nikol Pashinyan raised some issues and the Committee refused to debate them due to the lack of necessary bases.

The Chairman of the Control Chamber (CC) Ishkhan Zakaryan presented for the evaluation of the parliament the annual programme of the 2013 activity of the CC.

The member of the NA Standing Committee on Financial-Credit and Budgetary Affairs Sukias Avetisyan presented the endorsement.

The NA deputies debated the credit agreements.

The NA Standing Committees on Foreign Relations and on Financial-Credit and Budgetary Affairs endorsed the agreements.

The National Assembly debated the package of draft laws “On Amending the RA Law on Profit Tax” and “On Amending the RA Law on Value Added Tax”.

The RA Deputy Minister of Finance Suren Karayan presented the bill “On Amending the RA law on State Duty”.

The NA Standing Committee on Economic Affairs endorsed this draft law.

Suren Karayan also presented the draft law “On Amending the RA law on Patent Payments”.
