On November 28 the sitting of the NA Standing Committee on State and Legal Affairs moderated by Davit Harutyunyan was held, where the deputies debated the RA NA draft decision “On Creating an Ad Hoc Committee of the RA National Assembly Studying the Issue of Substantiation and Legality of the Events and Actions Undertaken by the RA Police, Special Investigative Service and RA Prosecutor General Office on Cases of the Murders of Ten Persons, Causing Fire and other Bodily Injuries to the Civilians, Employees of the Police and Military Servicemen in the City of Yerevan on March 1-2” authored by Stepan Demirchyan, Levon Zurabyan, Gagik Jhangiryan, Nikol Pashinyan, Lyudmila Sargsyan and Aram Manukyan. The key speaker Gagik Jhangiryan noted that the majority of the crimes committed on March 1-2 were not disclosed up to now.
The Committee made a decision to continue the debate of the issue at December 3 sitting.
Hayk Babukhanyan in the first reading submitted the RA bill “On Amending the RA Criminal Procedure Code.” The Committee endorsed the draft law to include it in the draft law agendas of the NA autumn session and December 3-6 four-day sittings.
The NA deputy Levon Zurabyan in the first reading presented the package of the bills “On Amending the RA Electoral Code,” “On Amending the RA Law on State Register of the Population,” “On Amending the RA Criminal Code.” The authors proposed to make some amendments in the RA electoral Code.
The RA Justice Minister Hrayr Tovmasyan submitted the negative conclusion of the Government.
It was decided to postpone the term of including the package of the draft laws in the agenda of the NA second session up to one year.
The deputies in the first reading debated the RA bill “On Amending the RA Electoral Code” authored by Rubik Hakobyan, Zaruhi Postanjyan and Alexander Arzumanyan.
The Committee endorsed the bill.
The deputies endorsed the RA draft law “On Amending the RA Criminal Code” which was debated in the second reading.
