On December 3 the National Assembly began the work of the next four-day sittings. The NA President Hovik Abrahamyan presented the agendas of the session and the current four-day sittings, after approving them the deputies by voting passed the issues debated in the previous four-day sittings.

The Head of the parliament said that December 3 is the International Day of Persons with Disabilities, and the state does its best that the members with limited possibilities of the society have equal opportunities to actively take part in the economic and political processes going on in the country. “As deputies elected by the people all of us should promote in any way and create opportuntity that they will feel themselves full members of the society and won’t be alienated from the society,” the President of the National Assembly noted.

Then the parliament continued debating the package of bills “On Amending the RA Law on Patent Payments” and “On Amending the RA Law on the Use of Cash Machines” which was interrupted in the last hour of the four-day sittings

The RA Deputy Finance Minister Suren Karayan presented the bill “On Amending the RA Customs Code.”

The Deputy Chairman of the NA Standing Committee Mikayel Melkumyan presented the endorsement of the bill.

Khosrov Harutyunyan and Artsvik Minasyan proposed to create a working group, which would be involved with the legislative issues of the customs sphere.

In his final speech Suren Karayan touched upon the sounded concerns and gave clarifications. He expressed readiness to jointly edit the bill and find solutions with the deputies before the debate of the issue in the second reading.

The First Deputy Chairman of the RA State Revenue Committee Armen Alaverdyan proposed for debate the financial agreement “Tax Administration Upgrading Programme” between the Republic of Armenia and International Development Association signed on July 9, 2012.

Armen Alaverdyan answered the deputies’ questions, which were related to the provisions of the programme and increasing foreign debt, as well as the problems of the sphere.

In extraordinary speech the President of the National Assembly Hovik Abrahamyan noticed that while defining administrative responsibility in the law we should make distinct differentiation. In Hovik Abrahamyan’s opinion, as a result of making strict the administrative responsibility the farmer should not have damage, hence he proposed to specify the relevant provision.

The Deputy Mayor of Yerevan Kamo Areyan also introduced the package of bills “On Amending the RA Law on Local Duties and Payments,” “On Amending the RA Law on Local Self-Government in the City of Yerevan” and bill “On Amending the RA Code on Administrative Infringements.”

The National Assembly will continue the work of the four-day sittings on December 4.
