On June 9, the parliament convened an extraordinary sitting.
A number of drafts included in the agenda will be debated by a special procedure. The debate of the drafts in the second reading will be held after the adoption in the first reading within 24-hour.
The NA Vice President Ruben Rubinyan informed that the Central Electoral Commission submitted Protocol No. 6 on giving the mandate of a deputy elected to the National Assembly and a deputy who prematurely terminated his/her powers to the next candidate. According to him, the mandate is given to Gayane Yeghiazaryan, the next candidate in the first part of the electoral list of the Civil Contract Faction.
Pursuant to the Constitutional Law the Rules of Procedure of the National Assembly, Gayane Yeghiazaryan swore at the NA sitting.
The draft law on Amending the Law on RA Administrative-Territorial Division with the related legislative package authored by the Government was debated in the first reading.
According to the Minister of Territorial Administration and Infrastructure Gnel Sanosyan, since 2016, the enlargement process of the communities has begun in Armenia. 908 communities were enlarged, becoming 72 united communities. Professional analysis and research have shown that the enlargement of the communities is economically, financially, organizationally and otherwise expedient. Taking into account the above-mentioned, the Government proposes to unite already united 13 communities and to have 5 united communities. These 13 communities include 113 settlements.
As a result of the adoption, united communities will be formed: in Aragatsotn marz – Talin community, which will unite in it Talin and Aragatsavan communities, in Gegharkunik marz – Chambarak community, which will include Chambarak and Shoghakat, in Lori marz – Alaverdi community, which will unite Alaverdi, Akhtala and Odzun, in Lori marz – Tashir community, which will include Tashir, Metsavan and Sarchapet, in Syunik marz – Sisian community, which will include Sisian and Gorayk. These 13 communities include 141 settlements.
If the package is adopted, the number of 79 existing communities in Armenia will be reduced, becoming 71, 64 of which will be enlarged communities.
Gnel Sanosyan informed that 1500 posts were closed in the enlarged communities, but 2.200 other necessary posts were opened.
The NA Head Committee endorsed the package.
