The implementation of the Unified Bid system is introduced for the purpose of single window/one stop principle for interaction between the RA foreign trade platform and state administration bodies, implementation of the platform, as well as software solutions, as a result of which the applications for obtaining licenses, permits, as well as filling in and downloading their accompanying documents electronically are designed. With the adoption of the draft in question, persons carrying out activities subject to notification are given the opportunity to inform or send the necessary documents through the Unified Bid (swis.trade.gov.am) system available on the website as well. The term of the draft law entering into force has been adjusted to the requirement of the provision set forth in Article 24.5 of the RA Law on Notification of the Activity Implementation, according to which such an amendment in the conditions and requirements for the implementation of the activity subject to notification, which limits the rights of the person carrying out activity subject to notification or prescribes new duties for him, enters into force not earlier than six months after the official publication of the relevant amendment. The RA Deputy Minister of Economy Armen Arzumanyan stated about this while presenting the draft law on Amending the Law on Notification of Activity Implementation in the second reading.
The main speaker mentioned that based on the single window/one stop principle, more comfortable conditions will be created for entities as a result of the implementation of the Unified Bid system. No proposals were presented during the period from the first to the second reading.
The draft debated at the regular sitting of the RA NA Standing Committee on Economic Affairs was endorsed on January 11.
