The NA Standing Committee on Defense and Security debated the package of drafts on Making Addenda and Amendments to the RA Code on Administrative Offenses and on Making Addenda to the Law on Material Reserve at the extraordinary sitting in the second reading on June 14.
The key rapporteur, the RA Deputy Minister of Internal Affairs David Hambaryan noted that in the second reading period, proposals of a technical nature were submitted regarding the drafts providing for addenda and amendments to the Code on Administrative Offenses.
It was proposed to make substantive amendments in the law on Material Reserve, according to which it is designed to give the authority to define the list of medicine and medical property included in the strategic reserve to the authorized body of state administration in the field of healthcare, and the norms for the accumulation of medicine and medical property included in the strategic reserve, schedule and procedure of subsidy to the Government. A number of other proposals were also presented.
The co-rapporteur, the member of the NA Standing Committee on Defense and Security Vahagn Aleksanyan proposed to return the draft law to the first reading procedure, to perform relevant work in order to solve the existing problems and have a qualitatively good draft.
The Chair of the NA Standing Committee on Defense and Security Andranik Kocharyan also suggested organizing debates with the concerned parties on problematic issues.
The Committee did not endorse the draft law.
