Parliament Continues Work of Regular Sittings

On December 8, the parliament passed the draft laws debated on the previous day and continued the work.

The key rapporteur Hamazasp Danielyan answered the questions concerning the draft law on Making Amendments and Addenda to the Constitutional Law on Parties and the enclosed presented package of the draft laws.

The co-rapporteur the RA Deputy Minister of Justice Kristinne Grigoryan presented the advantages on passing the amendments to the draft laws.

In their speeches the MPs thanked Hamazasp Danielyan for leading the reforms being implemented in the law on Parties, considering them one of the important commitments of My Step alliance, as well as one of the steps of the Road Map issued by the RA Prime Minister on November 18. It was proposed also to organise working discussions during the period until the second reading for making the package more inclusive and complete, promoting by that the formation of the stable political system.

According to the Head of the RA NA Bright Armenia Faction Edmon Marukyan, the package of the laws under proposal has no connection with the stablisation with the political system.

Lilit Makunts presented the viewpoint of the RA NA My Step Faction. According to the rapporteur, the package of the draft laws under debate is a cornerstone for the formation and development of the healthy and democratic political environment. The Head of the Faction thanked the other political parties, the opposition and her colleagues for supporting the process of calling on the important initiative.

In response to the MPs’ recommendations, in his final speech Hamazasp Danielyan expressed readiness to organise working discussions and parliamentary hearings. The parliament resumed the interrupted debate of the draft law on the RA State Budget for 2021 .

The Minister of Finance Atom Janjughazyan touched upon the consequences stemming from Covid-19 and the military situation, its influences, the financial means transferred to the state budget from Hayastan All-Armenian Fund and the debates around it.

Atom Janjughazyan answered the MPs’ questions related to the possibility of the formation of the capital market by the executive body and the alternative of possible investments, the risks of the foreign debt service, the dynamics of tax expenditures, etc.

The representatives of the parliamentary factions expressed their viewpoints on the budget document.

On behalf of the NA Bright Armenia Arkady Khachatryan delivered a speech and reminded that the coronavirus pandemic and the war unleashed on September 27 put our country before social, psychological, security and a number of other problems, which had its negative impact on the development of the economy. He highlighted the rise of the army fighting capability, the revision of the capital expenditures’ directions, the works aimed at the strengthening of the borders and the implementation of the engineering structures. He has noted that Bright Armenia is against the adoption of the draft budget.

Artak Manukyan presented the viewpoint of the NA My Step Faction and touched upon the steps directed to the effective implementation of the budget planning, management and the control processes and the rise of the revenues. The MP referred to the necessity of the provision of long-term economic growth, the solution of social problems and the implementation of the programmes boosting the economic growth.

In his final speech the RA Minister of Finance Atom Janjughazyan reflected upon the recommendation and concerns voiced in the MPs’ speeches.

The RA Deputy Minister of Economy Arman Khojoyan presented for debate in the first reading the draft law on Amending the Land Code of the Republic of Armenia .

The member of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Matevos Asatryan in his co-report presented the endorsement of the Committee.

The bill on Making Amendments and Addendum to the Law on Audit Chamber authored by the NA deputies Yeghishe Soghomonyan, Artak Manukyan, Vardan Atabekyan, Hamazasp Danielyan and Yerjanik Hakobyan was also debated in the first reading.

The Deputy Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Artak Manukyan voiced the endorsement of the Committee.

The Chairman of the RA State Property Management Committee Narek Babayan presented for debate the draft law on Making Addendum to the Law on the Programme of State Property Privatisation for 2017-2020 .

Hayk Gevorgyan presented the positive viewpoint of the NA Standing Committee on Economic Affairs on the item.

The RA First Deputy Minister of Health Anahit Avanesyan presented for debate in the first reading the legislative package on Making Amendments and Addenda to the RA Law on Narcotic Drugs and Psychotropic Substances, on Making Addenda to the RA Law on Licensing, on Making Addenda to the RA Law on State Duty .

The member of the NA Standing Committee on Health Care and Social Affairs Hrachya Hakobyan presented the endorsement of the Committee.

Afterwards the legislators debated the draft law on Ratifying the Agreement on Peculiarities of Implementation of Operations with Precious Metals and Precious Stones in the Frameworks of the Eurasian Economic Union .

The Deputy Chair of the NA Regional and Eurasian Integration Aleksey Sandikov in his co-speech presented the endorsement of the Committee.

The RA Deputy Minister of Economy Varos Simonyan noted that the Agreement was signed on Moscow on 22 November 2019.

The draft law on Making Amendment and Addendum to the Constitutional Law the RA Judicial Code authored by the NA deputies Vladimir Vardanyan, Anna Karapetyan, Hovhannes Hovhannisyan, Viktor Yengibaryan, Arpine Davoyan, Kristine Poghosyan and Vahagn Hovakimyan was debated in the first reading.

The debate of the item will continue at December 10 NA sitting.

In accordance with the constitutional law the NA Rules of Procedure, at the last sitting of the day the members of the Government answered the MPs’ questions.
