NA Standing Committees Convene Extraordinary Sittings

On June 9, the RA NA Standing Committees convened extraordinary sittings.

The NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection debated in the second reading and endorsed the draft law on Making Addendum to the RA Land Code.

The legislative package on Amending the Law on RA Administrative-Territorial Division, on Making Amendments and Addenda to the Law on Local Self-Government, on Making Amendments and Addenda to the Law on Public Service was also debated in the second reading. Some provisions of the draft were clarified. The Committee endorsed the package.

“No proposal was proposed on the bill envisaging an amendment to the RA Law on Trade and Service during the period from the first to the second reading,” the RA Deputy Minister of Finance Armen Hayrapetyan at the extraordinary sitting of the NA Standing Committee on Economic Affairs

The Committee endorsed the draft law to adopt in the second reading.

The Standing Committee on Financial-Credit and Budgetary Affairs debated in the second reading and endorsed the draft law on Making Addendum and Amendments to the Law on Non-Cash Transactions authored by the Government.

According to the RA Deputy Minister of Justice Yeranuhi Tumanyants, the initiative was not changed in the first to the second readings.

The Standing Committee on Protection of Human Rights and Public Affairs debated in the second reading and endorsed the draft law on Making Addenda and Amendments to the Law on the Rights of the Child.

The RA Deputy Minister of Labor and Social Affairs Tatevik Stepanyan informed that after the first reading, there were no proposals and amendments.

The legislative package on Making Addenda and Amendments to the Law on Remuneration of Persons Holding Public Positions and Public Service Positions and on Making Addendum and Amendments to the Law on Ensuring the Activities, Services and Social Guarantees of Officials authored by the Government was debated in the second reading at the extraordinary sitting of the NA Standing Committee on State and Legal Affairs.

The key rapporteur, the Deputy Minister of Justice Grigor Minasyan informed that the Ministry of Labor and Social Affairs submitted technical proposals after the adoption in the first reading, which were adopted, and the package was revised.

The Committee also debated in the second reading the draft law on Amending the Law on Structure and Activities of the Government.

According to the Deputy Minister of Justice Yeranuhi Tumanyants, the bill was not amended, there were no proposals.

The debated drafts were endorsed.

The Standing Committee on Labor and Social Affairs debated in the second reading the draft law on Making Addenda and Amendments to the Law on Social Support authored by the Government.

Providing clarifications on the proposed amendment, the RA Deputy Minister of Labor and Social Affairs Anna Zhamakochyan proposed to leave the draft unchanged.

The Committee also debated in the second reading the package of draft laws on Making Amendments and Addenda to the Law on Rights of Persons with Disabilities and on Making Addenda to the Law on Assessment of Person’s Functionality.

The RA Deputy Minister of Labor and Social Affairs Tatevik Stepanyan informed that a technical error was corrected in the package of draft laws in the period from the first to the second reading.

The legislative amendments debated in the second reading were endorsed.
