The RA Ministry of Territorial Administration and Infrastructure implemented 22 programmes of the state budget with 160 measures in 2021. The expenditures amounted to 201.4 billion AMD or 94.5% of a planned indicator. The increase in expenditures compared to the previous year is mainly due to the implementation of the programs related to the improvement of the road network, territorial development, improvement of irrigation system, urban development, water supply and drainage.
The RA Minister of Territorial Administration and Infrastructure Gnel Sanosyan presented the performances of each program, measures and the fund used in detail, emphasizing the need for their targeted use. According to him, the Ministry was guided by the five-year programme and decisions of the Government. The main purpose was the modernization of the infrastructure of the economy and the balanced development of territorial administration.
The Minister stressed the importance of the community enlargement. 441 communities united under 38 community clusters in 2021. As a result of the enlargement, 67 units of equipment were provided to the communities. 967 million AMD was allocated to the residents of border communities.
Large-scale road construction work was carried out. About 565 km of roads were built. He also highlighted the North-South Road Corridor Development Program, within the framework of which 10.1 billion AMD or 79.3% of planned means was used.
92.4% of planned means - more than 19.8 billion AMD, was used within the framework of the irrigation system rehabilitation programme in 2021.
187.4 km long irrigation networks for 215 km were renovated within the framework of the irrigation systems development program implemented by the Eurasian Development Bank in 2021. 4.6 billion AMD was used.
98% of planned means - 81.2 billion AMD, was used within the framework of the territorial development program.
Referring to Khachatur Sukiasyan’s question on the long queues at the Upper Lars checkpoint, the Minister of Territorial Administration and Infrastructure Gnel Sanosyan answered: “Partners from all sides are making efforts to get out of this situation. For example, if with a throughput of 400 cars a day, 700 are served, I think that it speaks about many things. The Minister of Economy, my Deputy, our SRC colleagues were in Lars on Saturday. They had numerous discussions with our Russian and Georgian partners to improve the situation. We have an agreement that in the near future, an additional point will be placed not far from the current customs point by the relevant decision of the RF Government. It can serve 170-200 cars a day, and there will be also a certain privilege for the EAEU countries.”
