At November 10 sitting of the RA NA Standing Committee on Health Care, the draft law on Making Addendum to the Law on Narcotic Drugs and Psychotropic Substances was debated.
According to the key rapporteur, the co-author of the legislative initiative Narek Zeynalyan, there is a need to edit and fill in Article 31.2 of the law in force.
The law in force envisages exceptions which gives an opportunity to the state administration bodies from the fields of the RA justice and health and to the police to make examinations with narcotic drugs and psychotropic substances without license. Narek Zeynalyan proposed to include the National Bureau of Expertise Non-Profit Organization in the list too.
The co-rapporteur, the RA First Deputy Minister of Health Lena Nanushyan has noted that the Ministry of Health carrying out a number of discussions has concluded that there is a need not to increase, but to reduce the list of exceptions. The executive body has offered to give an exception only to the police, and all other organizations can carry out relevant activities with a license.
According to Narek Zeynalyan, there are some disparities.
The voting on the draft was postponed up to 2 months in order to revise it.
